HomeMy WebLinkAbout20240319Decision Memo.pdfDECISION MEMORANDUM 1 DECISION MEMORANDUM TO: COMMISSIONER ANDERSON COMMISSIONER HAMMOND COMMISSIONER LODGE COMMISSION SECRETARY COMMISSION STAFF LEGAL FROM: MICHAEL DUVAL DEPUTY ATTORNEY GENERAL DATE: MARCH 19, 2024 SUBJECT: IN THE MATTER OF ROCKY MOUNTAIN POWER’S APPLICATION TO COMPLETE THE STUDY REVIEW PHASE OF THE STUDY OF THE COSTS AND BENEFITS OF ON-SITE CUSTOMER GENERATION; CASE NO. PAC-E-23-17. On June 29, 2023, Rocky Mountain Power, a division of PacifiCorp, (“Company”) applied to the Idaho Public Utilities Commission (“Commission”) requesting the Company complete the study review phase of the costs and benefits for on-site customer generation (“Application”). Commission Order No. 34753 defined the scope of the Company’s on-site customer generation study (“Study”). The Company submitted its Study and supplemental materials concurrently with its Application and requested a timeline for intervention and public review. The Company further asked that the case be processed by modified procedure and that the Commission enter a finding that the Study’s scope satisfied the requirements of Order No. 34753. On July 31, 2023, the Commission issued a Notice of Application and Notice of Intervention Deadline. Order No. 35870. The Idaho Irrigation Pumpers Association were the only party to intervene. STAFF RECOMMENDATION Staff has communicated with the parties and recommends the Commission issue a Notice of Modified Procedure establishing a June 13, 2024, Staff and Intervenor comment deadline, and a July 3, 2024, Company reply deadline. Further, Staff recommends that the Commission direct Staff to conduct a virtual Public Workshop on April 30, 2024. Finally, Staff recommends that the Commission issue a Scheduling Order for a Customer Hearing at a date and time to be set by the Commission in its order. Issue a Notice of Modified Procedure establishing a June 13, 2024, Staff and Intervenor comment deadline, and a July 3, 2024, Company reply deadline? 2. Direct Staff to conduct a virtual Public Workshop on April 30, 2024? 3.
