ACKNOWLEDGEMENT OF THE 2023 INTEGRATED RESOURCE PLAN
Dear Ms. Noriyuki:
Rocky Mountain Power hereby submits for filing with the Idaho Public Utilities Commission
(“Commission”) its 2023 Integrated Resource Plan (“2023 IRP”). Copies of the 2023 IRP are also
available electronically on PacifiCorp’s (“Company”) website, at www.pacificorp.com/irp. Seven
(7) copies of PacifiCorp’s 2023 IRP will be provided within a few days. The 2023 IRP is the most
intricate IRP the Company has filed, encompassing hundreds of regulatory requirements from the
Company’s six-state service territory, as detailed in Appendix B. As with the 2021 IRP, PacifiCorp
will provide data discs for the 2023 IRP. The data discs provide support and additional details for
the analyses included in the 2023 IRP. The Company has restructured its workpapers, contained
within the data disks, that support the 2023 IRP in a manner that enables the public to access more
information. The Company will make the non-confidential workpapers available, via data disk,
within two weeks of submitting the 2023 IRP, while the confidential versions will be provided no
later than May 1, 2023.
PacifiCorp plans to supplement its filing with results of its 2023 IRP sensitivity studies no later
than May 1, 2023. A post-IRP filing public-input meeting has been scheduled April 13, 2023 to
provide an opportunity for stakeholder discussion and there is an additional opportunity for
stakeholder feedback over the next two months.
Confidential information in the 2023 IRP and workpapers will be available to state regulators and
any party who has intervened in this case and signed a non-disclosure agreement. PacifiCorp
requests that interested parties contact the state manager listed below for a copy of the non-
disclosure agreement that must be executed and submitted prior to obtaining a copy of the
confidential information.
The 2023 IRP stakeholder process began in February 2022 with a series of technical workshops
focused on energy efficiency assumptions being developed from an updated conservation potential
assessment. PacifiCorp began a series of more general public-input meetings in June 2022, which

addressed a range of topics describing PacifiCorp’s modeling methodology, inputs, and
assumptions for the 2023 IRP. Agenda items covered topics included, but not limited to: resource
cost-and-performance assumptions, model function and overview, load forecast, price-policy
assumptions, market price assumptions, and transmission options. To date, PacifiCorp has held 10
public-input meetings. PacifiCorp would like to give stakeholders time to comment on the IRP and
also time to file an addendum to the 2023 IRP, if needed, based on those comments.
PacifiCorp submits the 2023 IRP filing in compliance with Order No. 22299, Case No. U-1500-
165, dated January 1989; whereby the Commission ordered biennial filings of the electric
integrated resource plan. This plan is also submitted to the Commission as the Resource
Management Report on the Company’s resource planning status. The 2023 IRP contains
information outlining how PacifiCorp has addressed the Commission’s integrated resource
planning requirements (see Appendix B – IRP Regulatory Compliance).
PacifiCorp respectfully requests that the Commission acknowledge the 2023 IRP in accordance
with its rules and fully support the 2023 IRP conclusions, including the proposed action plan.
