CERTIFICATE NO. 543
IT IS HEREBY CERTIFIED that public convenience and necessity requires and will
require Rocky Mountain Power, a division of PacifiCorp (“Company”), to construct a 300-mile
long, 500-kV electric transmission line extending from a switching station proposed to be
constructed near Boardman, Oregon, to the existing Hemingway Substation in Owyhee County,
Idaho. More specifically, approximately 274 miles of the transmission line will be in five Oregon
counties: Malheur, Baker, Union, Umatilla, and Morrow Counties, and a 24-mile segment in
Owyhee County, Idaho; to exercise all rights and privileges which have been granted to said
Company, its successors and assigns by any franchise or permit conferred or hereafter conferred
upon said Company, its successors and assigns by any city or village or by any county or by the
State of Idaho or by any political subdivision thereof.
This certificate is predicated upon and issued pursuant to the findings and order of this
Commission, the same being Order No. 35839 in the above-entitled matter made and entered on
the 30th day of June, 2023.
