On March 22, 2023, Rocky Mountain Power, a division of PacifiCorp (“PacifiCorp”)
moved the Idaho Public Utilities Commission (“Commission”), under Commission Rule of
Procedure 43.031 and Idaho Bar Commission Rule (“IBCR”) 227, for an Order approving the
limited admission, pro hac vice, of Katherine McDowell in this matter. The Motion was signed
and attested to by Adam C. Lowney of Portland, Oregon (Idaho State Bar License No. 10456).
In the Motion, Ms. McDowell certifies that she is an active member in good standing of
the Oregon State Bar who maintains the regular practice of law in Oregon. She further declares
that she is not an Idaho resident or licensed to practice law in Idaho.
Mr. Lowney and Ms. McDowell certify that a copy of the Motion has been served on all
other parties to this case, and that a copy of the Motion, accompanied by a $325 fee and certificate
of good standing, have been submitted to the Idaho State Bar. Mr. Lowney acknowledges that his
attendance shall be required at all Commission proceedings in which Ms. McDowell appears,
unless specifically excused by the Commission.
COMMISSION FINDINGS
The Commission has reviewed and considered the Motion and applicable rules, including
IBCR 227 and Commission Rules of Procedure 19 and 43.03, IDAPA 31.01.01.019 and 043.03.
Based on the filings of record and certified representations of Mr. Lowney and Ms. McDowell, we
find that reasonable grounds have been demonstrated to justify the granting of limited admission
of Ms. McDowell as legal counsel for PacifiCorp in this matter. We further find good reason to
excuse the appearance of Mr. Lowney in further proceedings in this docket unless otherwise
required by the Commission or needed by Ms. McDowell.

CONCLUSIONS OF LAW
The Commission has jurisdiction in this case and over this Motion pursuant to Idaho Code,
Title 61, and the Commission’s Rules of Procedure, 31.01.01.000 et seq.
O R D E R
IT IS HEREBY ORDERED that the Motion is granted; Katherine McDowell is hereby
granted limited admission as legal counsel for PacifiCorp.
IT IS FURTHER ORDERED that the attendance of Adam C. Lowney is excused from all
further proceedings in Case No. PAC-E-23-01 unless otherwise required by the Commission or
needed by Katherine McDowell.
