PAC-E-23-01 NOTICE OF MODIFIED PROCEDURE NOTICE OF VIRTUAL PUBLIC WORKSHOP ORDER NO. 35726 On January 27, 2023, Rocky Mountain Power, a division of PacifiCorp (“Company”) filed an application (“Application”) requesting an order granting a Certificate of Public Convenience and Necessity (“CPCN”) for Energy Gateway Segment H, the Boardman-to-Hemingway 500- kilovolt (“kV”) transmission line (“B2H” or “Project”). The Company will co-own B2H with Idaho Power Company (“IPC”), which recently filed its own CPCN application for the Project in Case No. IPC-E-23-01. On February 8, 2023, the Commission issued a Notice of Application and Notice of Intervention Deadline. Order No. 35678. Subsequently, the Idaho Irrigation Pumpers Association, Inc. and Bayer Corporation petitioned to intervene. On February 24, 2023, the Commission granted intervention to both parties. Order No. 35686. On March 8, 2023, the Commission Secretary issued a Notice of Parties. NOTICE OF MODIFIED PROCEDURE YOU ARE HEREBY NOTIFIED that the Commission has determined that the public interest may not require a formal technical hearing in this matter and will proceed under Modified Procedure, pursuant to Rules 201 through 204 of the Idaho Public Utilities Commission’s Rules of Procedure. The Commission notes that Modified Procedure and written comments have proven to be an effective means for obtaining public input and participation. YOU ARE FURTHER NOTIFIED that persons desiring to state a position on this Application may file a written comment explaining why the person supports or opposes the Application. Persons must file comments by May 25, 2023. Comments must be filed through the Commission’s website or by e-mail unless computer access is unavailable. NOTICE OF MODIFIED PROCEDURE NOTICE OF VIRTUAL PUBLIC WORKSHOP ORDER NO. 35726 3 NOTICE OF VIRTUAL PUBLIC WORKSHOP YOU ARE FURTHER NOTIFIED that Commission Staff (“Staff”) will hold a virtual, online, public, informational workshop on Wednesday, April 19, 2023, starting at 6:00 p.m. (MDT) and ending at 9:00 p.m. (MDT), or after all customer questions have been answered, whichever comes first. The purpose of the workshop is to provide the public with an overview of the Application. At the start of the workshop, Staff will give a presentation on the Application. Following the presentation, the public may ask Staff questions about the Application. To participate over the phone, please call 1-415-655-0001, enter meeting number 2459 471 9482 when prompted, and enter the password 93363723. To participate online, please visit idahogov.webex.com, and enter meeting number 2459 471 9482. Then, click on the green “Join” button. At the next window, please enter the password WednesdayMeeting. Then click on the green “Join Webinar” button. ORDER IT IS HEREBY ORDERED that the Company’s Application be processed by Modified Procedure, Rules 201-204 (IDAPA 31.01.01.201-.204). Persons interested in submitting written comments must do so by May 25, 2023. The Company must file any reply comments by June 8, 2023. IT IS FURTHER ORDERED that Commission Staff shall hold a virtual public informational workshop on Wednesday, April 19, 2023, starting at 6:00 p.m. (MDT) and ending at 9:00 p.m. (MDT), or after all customer questions have been answered, whichever comes first. IT IS FURTHER ORDERED that parties comply with Order No. 35375, issued April 21, 2022. Generally, all pleadings should be filed with the Commission electronically and will be deemed timely filed when received by the Commission Secretary. See Rule 14.02. Service between parties should continue to be accomplished electronically when possible. However, voluminous discovery-related documents may be filed and served on CD-ROM or a USB flash drive.
