Comment: "Rocky Mountain Power's proposed rate modernization plan penalizes low volume customers
to the benefit of high volume customers and is detrimental to the public interest. RMP encourages
energy conservation with one hand while attempting to penalize those who conserve with this plan.
RMP sends a monthly report to customers which compares energy usage between neighbors, grades
lower volume users as "better," and suggests ways to lower consumption. RMP may be sincere in these
encouragements, however, they seek to charge more money to those who follow their advice. They are
looking for a win-win for them and a lose-lose for low volume customers. The customer has no duty to
be near average volume usage, and is, in fact, encouraged by RMP to be a below average user. RMP
touts that the plan will 'stabilize' low volume customers' monthly bill. It is hardly a benefit to stabilize a
bill when the method is simply just to charge more overall each month. RMP's plan is contrary to Idaho
values. Individual responsibility dictates that customers who use more should pay more. This plan seeks
to make customers who use less to pay more. Commissioners, please reject RMP's proposed rate
modernization plan. "
