Comment: "On March 14,2023 I atended the workshop held in Idaho Falls on the so called "Residen�al Moderniza�on
Rate Plan". Before atending I reviewed my past two years electrical usage/bills. Through some very extensive
calcula�ons I came to the conclusion that this proposed rate change will be detrimental to those like myself who are low
KWH users. My home's living space and hot water are heated with natural gas. My peak KWH usage falls at about 800
KWH one month in the heat of the summer when my well runs significantly longer necessary to water my lawn. At that
point the proposed rate plan would be a "break even" for me compared to what I'm paying now. My average monthly
usage falls around 580 KWH. Therefore, the proposed rate plan would cause a significant increase in my electrical costs.
Due to the current administra�on's "war on fossil fuels" those of us using natural gas are already experiencing recod
high gas prices. This proposed rate plan would cause undo burden to those of us who are low KWH users, many who are
re�rees living on fixed incomes, with no incen�ve for conserva�on measures. It would seem logical that those who use
the most electricity, that don't necessarily prac�ce conserva�on measures, be responsible for any necessary rate
increases. If Rocky mountain needs to change their rate schedules I suggest they find a plan that works for everyone,
that doesn't punish or unduly burden those who are making efforts to conserve, or those who can least afford it. I have
read all the other comments posted on this proposal and am in agreement with most of them that, this is not a good
plan for most of Rocky Mountains low KWH users. Since Rocky Mountain has a monopoly over most of it's customers,
we have litle recourse to increased rate proposals except through the PUC. It seems past proposed rate increases have
all been approved. I personally hope that the members ot the Idaho PUC when deciding on this proposal will make their
decision based on the needs of the Idaho taxpayers and not on the wishes of Pacific Corp's shareholders. I appreciated
the opportunity to atend the workshop in March and look forward to atending the hearing on April 18th in Idaho Falls.
