Comment: "I am against the changes in billing format proposed by Rocky Mountain Power. I feel like it is
set up to incen�vize poor energy choices and saddles those who make good energy choices with the bill.
It makes more sense to me to increase the cost of the KWH, if more money is needed, so that those who
use the electricity are those that pay for it. This is clearly a scheme to get more money out of those
customers with Solar panels. "
