Comment: "The proposal seems to more heavily benefit big users of electricity. Makes me wonder if this proposal is
driven by corpora�ons or for the benefit of individual Idahoans. Ul�mately, this proposal does not help the individual
households..... especially if they have invested in solar already. I fear for those on fixed income that are frugal, yet they
will s�ll have to pay a higher "connec�on fee"."
