Comment: "Its all a charade. The decision to euphemis�cally "modernize" the rate structure has already
been made. It'll pass unanimously just like Intermountain gas rate increase was approved.
Intermountain asked, and was handed a rate increase of their weighted average cost of gas, WACOG,
based on the price of natural gas at the �me and forecast into the future around $9 per BTU, Bri�sh
Thermal Unit. Bt natural gas spot price closed today, 3/29/23 at $1.98. But this commission approved
that rate increase for their corporate buddies. The "mee�ngs" and "comments" are just your chance to
scream into a vacuum. The truth is they don't care about anything that you think. Don't like the price
hike? Move and sell your home to richer people who they really want living here. They bring the money,
which is what they really want. They don't care about you at all. They care about newcomers who bring
their money with them. The fixed customer service charge over 5 years is a 253%. increase while the
Winter usage charge decreases by -23%. Ya know, when you really need electric heat. The summer
usage charge decreases by -22%. So no mater how you differen�ate between fixed and variable costs,
its around a 225% increase in electric cost over 5 years. In all FIXED COSTS. That means you have no
ability to control how much electricity you use and pay for. Its all just another corporate money grab and
the "commission" is going to sell you down the river just like they did with intermountain gas. Don't like
it? sell your house to some californians. Thats the people they want living here anyway. Not you. "

Dear Idaho Public U�li�es Commission,
please understand that feeding our families has become hard, having a roof over our heads extremely
hard and now to keep our families warm during idaho falls winters? please don?t raise prices to keep our

The Idaho Public U�li�es Commission should reject Rocky Mountain Power?s proposal to nearly
quadruple customers? fixed charge. A $30 fixed charge is far out of line with comparable u�li�es in the
state and creates a rate structure that incen�vizes energy waste, harms low-income and low-usage
customers, and increases the overall cost of our u�lity grid.
By reducing the value of a kilowat?hour saved or self?generated, a higher fixed charge directly reduces
the incen�ve that customers have to invest in energy efficiency or distributed genera�on. Customers
who have already invested in energy efficiency or distributed genera�on will be harmed by the reduced
value of their investments. With litle incen�ve to save, customers may actually increase their energy
consump�on and states will have to spend more to achieve the same levels of energy efficiency savings
and distributed genera�on. Where electricity demand rises, u�li�es will need to invest in new power
plants, power lines, and substa�ons, thereby raising electricity costs for all customers.
Data from the Energy Informa�on Administra�on show that in nearly every state, low?income customers
consume less electricity than other residen�al customers, on average. Because fixed charges tend to
increase bills for low?usage customers while decreasing them for high?use customers, fixed charges raise
bills most for those who can least afford the increase.
High fixed charges, such as the one Rocky Mountain Power is proposing, create an unfair, inefficient rate
structure. Please reject Rocky Mountain Power?s proposal to increase rates to $29.25 per month per
customer.

Comment: "The Proposal to Modernize Residen�al Rates is a total scam by Rocky Mountain Power. It
will only reward EXCESSIVE POWER USERS with cheaper power costs and PUNISH the MIDDLE CLASS, the
OLD, the POOR and people who are trying to CONSERVE our resources to save this planet. This proposal
shows the greed of Rocky Mountain Power Corpora�on. They are only looking out for the fat cats and
themselves. Rocky Mountain Power has no conscience on what is fair to the majority of the popula�on.
If you want to be fair, raise the rates on the power abusers, like the present system is set up to do right
now. According to their proposal, by year 5, the ABUSERS will be paying no more costs per KWA than the
lowest power users. If you approve this rate change, it only shows that you are not looking out for the
good of the people as you were appointed to do. I hope you take this to heart and do the right thing and
reject this proposal from Rocky Mountain Power. I have made up an Excel spread sheet based on my
own personal usage. It clearly shows the abuse of this proposal which it will inflict on the majority of its
customers. It shows an average of over 9% increase yearly and a 59% increase over the 5 years. I am
willing to send it to you if you really want to know the truth."
