Comment: "I just became aware Rocky Mountain Power's so called, "Residential Modernization Plan". It appears to be very thinly veiled attempt at an end run around all
current efforts to conserve and curtail KWH usage by residential customers. In fact it will reward those who make no effort or investment in electrical energy conservation and punish
those who do or already have made substantial electrical energy conservation investments. Fixed costs in the distribution system are substantial but should be funded proportionately by
usage, not by setting a precedent case for cost shifting. "
