CURTAILMENT PLAI\ FOR ELECTRIC ENERGY CASE NO. PAC.E-22-04 APPLICATION PacifiCorp, d.b.a. Rocky Mountain Power ("Rocky Mountain Power" or "Company") in accordance with RP 052, hereby petitions the Idaho Public Utilities Commission (the "Commission") for authorization to update Electric Service Regulation No. 13, Curtailment Plan for Electric Energy ("Curtailment Plan"). In support ofthis Application, Rocky Mountain Power states: L Rocky Mountain Power is authorized to do business in the state of Idaho as a public utility providing retail electric service to approximately 86,500 customers. Rocky Mountain Power is a public utility subject to the jurisdiction of the Commission pursuant to Idaho Code $ 6l-129. 2. This Application is filed pursuant to Idaho Code $ 6l-307.In particular, Idaho Code $ 6l-307 requires Commission approval prior to any change in rates, services, and regulations. It mandates a minimum thirty (30) day notice to the Commission and the public along with a proposed date when the utility would like the change to be effective. ) ) ) ) ) APPLICATION OF ROCKY MOUNTATN POWER Page I BACKGROUND 3. In November 1993 the Commission ordered the electric service suppliers in the state of Idaho to adopt provisions relating to electric service curtailment during periods of prolonged energy shortages.lThe provisions were based on the Regional Curtailment Plan for Electric Energy, designed to deal with long-tenn energy shortages and to promote curtailment uniformity among the four Pacific Northwest states of Oregon, Washington, Idaho, and Montana. 4. In June 2015 the Company filed to revise Electric Service Regulation No. 13 ("Regulation 13").2 The Company proposed to modiff the Curtailment Plan to: (a) include new provisions for load reduction with demand-side management ("DSM") and emergency load shed groups, (b) remove financial penalties that were in the original plan, and (c) clarify the types of entities that can initiate load curtailment. The revised Curtailment Plan also covered a broader range of events that could precipitate load curtailment activities. 5. The revisions incorporated several new curtailment sources, including DSM capabilities and interruptible customer load shed programs. The modifications also made use of and described block rotation, which provided for two (2) hour rotational curtailments used in scheduled combinations until the necessary load curtailment was achieved. Block rotation provides equitable treatment to customers as the combination of blocks curtailed is dependent on the day of the week and time of day the curtailment is required. ,Case No. GNR-E-93-2, Order No. 25259 - Curtailment Plan 2 Case No. PAC-E-15- 10 - In the Matter of the Application of RoclE Mountain Power to Update Electic Service Regulation No. l3 Cwailment Planfor Electric Energt APPLICATION OF ROCKY MOLINTAIN POWER Page2 The plan also included another resource; emergency load shed groups, predetermined localized groups that are utilized for situations where load reductions might be required for specific high load areas. MODIFICATIONS TO THE CURTAILMENT PLAN 6. Regulation No. l3 summarizes the Company's curtailment plan to temporarily intemrpt electric service to its customers during system emergencies and power shortages. It is intended to provide equitable procedures for the curtailment of power that minimize adverse impacts to essential services and customers while maintaining overall system reliability. 7. The Company's Curtailment Plan contains five curtailment stages. These curtailment stages are associated with increasing energy deficits. The circumstances necessitating a reduction in the demand or consumption of electricity in the short term will normally require that immediate emergency action is taken, sometimes without waming. Sudden equipment outages or loss of generation could potentially lead directly to any curtailment stage withoutpriornotice orprogression of the stages described in Section III of the Curtailment Plan. 8. If actions are necessary, then to the extent permitted by the operating characteristics of the electrical system, the Company will perform such actions so that intemrption, curtailment, or flucfuation of service to customers will be accomplished sequentially, unless it is necessary in the sole judgment of the Company, or if required by the RC West Regional Reliability Coordinator to vary said sequence in order to protect system performance, inte grity, rel iabi I ity, or stab i lity. 9. Currently, Stage I of the Curtailment Plan involves mandatory curtailment APPLICATION OF ROCKY MOUNTAIN POWER Page 3 through activation of DSM demand response programs and intemrptible customers with allowable curtailment allotments. This includes curtailing customers participating in the Idaho Irrigation Load Control program and a large industrial customer. Stage I is the first step when the Company needs to reduce load on the system. 10. Prior to January 1,2022, the Company had a contract with a large intemrptible customer that included a system emergency clause which allowed the Company during emergency load curtailment events to curtail the supply of electricity to this customer under Stage I of the Curtailment Plan. The customer received a system integrity credit on its monthly bill as compensation for this system emergency clause. I l. During calendar year 2021 the Company negotiated a new contract with this large intemrptible customer. During these negotiations the parties were not able to reach an agreement on the value ofthe system integrity clause, so a new contract agreement was reached without the system integrity clause. 12. On September 16, 2021, the Company filed3 a new contract with the large industrial customer resolving the curtailment terms of this intemrptible customer's energy service agreement. The new contract does not include a system integrity clause and therefore the Stage I mandatory curtailment is no longer applicable to them. 13. The primary purpose of this Application is to update the Curtailment Plan to remove the intemrptible load from the Stage I Mandatory curtailment option. 3 Case No. PAC-E-21-07 - In the Mauer of the Application of Roctcy Mountain Patterfor Authority to Increase lrs Rates and Charges in Idaho and Approval of Proposed Electric Service Schedules and Regulations. APPLICATION OF ROCKY MOI.JNTAIN POWER Page 4 Specifically, the Curtailment Plan has been revised to remove a reference to "intemrptible customer load shed" in Stage I of the plan and a section subtitled "Intemrptible Loads" under Section IV of the Curtailment Plan. Additional edits were made to the plan including replacing the reference to the Peak Regional Reliability Coordinator with the RC West Regional Reliability Coordinator, correcting the reference to the Idaho Public Utilities Commission, and other minor edits. 14. The Company is proposing these changes to the Curtailment Plan to avoid any confusion and better align the plan with the Company's current contractual agreements and operating procedures. If however, the Commission determines that an evidentiary proceeding is required the Company stands ready to provide supporting testimony. Emergencies that threaten the integrity of the electric system can develop at any time due to shortage of generation or disturbances on the system, either locally or within the Westem Interconnect. The actions necessary to prevent total collapse of the system will be to; restrict customer demand, match generation availability, implement network capacity limitations. The circumstances necessitating a reduction in the demand or consumption of electricity in the short term will require that immediate emergency action is taken and may potentially lead directly to firm load curtailment. SECTION I. PURPOSE AND OVERVIEW OF TIIE CURTAILMENT PLAN This plan identifies the process by which the Company would initiate and implement regional load curtailment. The goal of this plan is to accomplish curtailment while treating customers fairly and equitably, minimizing adverse impacts from curtailment, complying with existing State laws and regulations, and providing for smooth, efficient, and effective curtailment administration. SECTION TI. LOAD CI'RTAILMENT The Company will comply with all State and Federal mandates to curtail the electric energy used by its customers to stabilize system voltage and frequency in order to prevent a regional system collapse. Events that may trigger load curtailment, either upon notice from state agencies, the PeakRC W9SI Regional Reliability Coordinator, or at the discretion of the Company, include but not limited to: o Loss of major generation or transmission equipment due to mechanical or electrical failure. o Extreme hot or cold temperatures that create a network peak where generation capacity does not meet load center requirements. r System disturbance within the regional balancing area. These blocks provide for two (2) hour rotational curtailments to be used in scheduled combinations to ensure that the required load shed amount is achieved. Block rotation may be utilized to support system stabilization following a system disturbance, or to maintain system integrity during peak load periods. During load curtailment the Company would rotate through the blocks until curtailment is no longer necessary. Block rotation is dependent on what day of the week and time of day the curtailment event is enacted. This provides for equitable treatment to affected customers. Blocks are aggregated to match reduction thresholds during events. Emergency Load Shed Groups Predetermined localized load shed groups are utilized for situations where load reductions might be necessary for specific high load areas. These areas generally require specialized load curtailment schemes to accommodate transmission path restrictions. Thes+lLoad shed groups contain only SCADA controllable circuits. Minimization of Impact The Company will implement rotational curtailment in as fair and equitable a manner as practicable, with the goal of minimizing the impacts on communities. Where known and feasible within operational parameters, distribution feeders serving facilities essential to the public welfare are avoided during rotational curtailment. However, it should be noted that the Company cannot definitively account for all such facilities, nor is it possible to exclude every known facility from the impacts of curtailment. Such essential facilities include:. Hospitals o 9l I centers o Airports and FAA facilities o Large sewer and water treatment plants. Major metropolitan downtown core areasr Facilities critical to electric system operation o Prisons, police, and fire stations including related computer and communication centers o Radio, TV news, emergency broadcast stations and transmitting facilities. During load curtailment the Company would rotate through the blocks until curtailment is no longer necessary. Block rotation is dependent on what day of the week and time of day the curtailment event is enacted. This provides for equitable treatment to affected customers. Blocks are aggregated to match reduction thresholds during events. Emergency Load Shed Groups Predetermined localized load shed groups are utilized for situations where load reductions might be necessary for specific high load areas. These areas generally require specialized load curtailment schemes to accommodate transmission path restrictions. Load shed groups contain only SCADA controllable circuits. Minimization of Imoact The Company will implement rotational curtailment in as fair and equitable a manner as practicable, with the goal of minimizing the impacts on communities. Where known and feasible within operational parameters, distribution feeders serving facilities essential to the public welfare are avoided during rotational curtailment. However, it should be noted that the Company cannot definitively account for all such facilities, nor is it possible to exclude every known facility from the impacts of curtailment.
