First, I did not initially agree for RockyMountain Power to invest their money in energy efficiency programs. Second, If I desire, I can personally invest in energy efficiency programs on my own without the aid of RockyMountain Power. Third, I don't agree for the money I pay on my energy bill to benefit other customers and not myself (because I currently don't benefit from energy efficiency programs).Fourth, if Rocky Mountain Power has 'invested' in energy efficient programs, it would make sense that their investment should pay itself off on its own (isn't that what energy efficiencydoes - save power, and thus, save money?) Fifth, if I were required to pay for an energy efficiency program, it should be a one time payment, not a reoccurring payment for anindefinite amount of time. That's a black hole into which I would fall and never recover. Please take each of my reasons seriously. I am not against energy efficiency. I believe thatenergy efficiency can and should save money, but the charge increase is not the appropriate avenue.
