PAC-EA242 APPLICATION COMES NOW, Rocky Mountain Power, a division of PacifiCorp (the "Compatry"), and in accordance with Idaho Code $61-502, $61-503, and RP 052, hereby respectfully submits this application ("Application") to the Idaho Public Utilities Commission ("Commission") to revert the standard Blue Sky block size to 100 kilowatt hours ("kWh") from 200 kWh of renewable energy in Electric Service Schedule Nos. 70 - Renewable Energy Rider and 73 - Renewable Energy Rider Bulk Purchase. Proposed changes to Schedule Nos. 70 and 73 arc attached hereto as Attachments A and B, respectively. In support of this Application, Rocky Mountain Power states as follows: l. Rocky Mountain Power is a division of PacifiCorp, an Oregon corporation, which provides electric service to retail customers through its Rocky Mountain Power division in the states of ldaho, Utah, and Wyoming. Rocky Mountain Power is a public utility in the state of Idaho and is subject to the Commission's jurisdiction with respect to terms of electric service and prices to retail customers pursuant to Idaho Code 6l-120. Rocky Mountain Power ) ) ) ) ) APPLICATION OF ROCKY MOI'NTAIN POWER Page I is authorized to do business in the state of Idaho and provides retail electric service to approximately 86,500 customers in the state. Rocky Mountain Power is a public utility subject to the jurisdiction of the Commission pursuant to Idaho Code $ 6l-129. BACKGROUNI) 2. In 2000, Rocky Mountain Power launched the Blue Sky Program ('oProgram") to allow customers wanting to be served by Renewable Energy Credits ("RECs") to offset some or all of their usage from renewable energy sources while also supporting renewable energy development. The Program is self-funded, and the funds collected are used to acquire RECs and cover administration and Program growth costs. Funds remaining after REC purchases and marketing/administration expenses are made available to help fund new community-based renewable energy installations through a competitive grant application process. BLUE SKY BLOCK SIZE 3. The price of RECs from 2012-2019 remained at a stable low cost. This helped inform the Company's decision to file an application in Case No. PAC-E-19-17 on September 25,2019, requesting approval to increase the size of each Blue Sky block from 100 kWh to 200 kwh of renewable energy while maintaining the current price of $ I .95 per block in an effort to meet growing customer demands in the renewable energy sector and to better align with market conditions for REC prices. The Commission approved the Company's application in OrderNo.34545 issued February 6,2020. The Company made similar filings in all six states where the Program was offered, with the proposed changes being contingent upon the Company receiving approval from all six states in orderto maintain uniformity in Program management operations. Since 2020 however, the price of RECs has increased to a point where APPLICATION OF ROCKY MOLINTAIN POWER Page2 it is unsustainable for the Program to maintain the size of each block at200 kWh. Accordingly, the Company requests to revert the size of each block back to 100 kwh to address the market fluctuation. 4. Table I below is a comparison forecast for 2022 to show estimated Program expenditures ifthe block size remains at200 kWh versus if it reverts to 100 kWh. As reflected in Table l, if the block size remains at 200 kWh, the Program will have just enough funds to cover both REC purchases and administrative costs, but almost no funds available for community renewable project grants. Conversely, if the block size reverts to 100 kwh, REC purchases will be halved, enabling the Program to have enough funds to cover REC purchases and administrative costs while maintaining funding for community renewable project grants. If approved, the Company will noti$ customers of this adjustment in multiple forums, including email and bill messaging, messaging on customers' annual "thank you" and welcome letters, and notices prominently displayed on the Program website. All marketing materials for the Program will also be updated to reflect the updated block size. An example email communication to customers is attached hereto as Attachment C. These redlined changes are meant to provide clarity and remove outdated or unnecessary language. If however, the Commission determines that an evidentiary proceeding is required the Company stands ready to provide supporting testimony. CONCLUSION 9. The Company respectfully requests that the Commission issue an order authorizing the Company to revert the Blue Sky Block to 100 kwh from 200 kWh of renewable energy credits with no adjustment to the Block price, as shown in Electric Service Schedule Nos. 70 - Renewable Energy Rider and73 - Renewable Energy Rider Bulk Purchase Option, provided as Attachments A and B to the Application, respectively.
