On November 23, 2021, PacifiCorp, d/b/a Rocky Mountain Power (“Company”)
applied with the Idaho Public Utilities Commission (“Commission”) for authority to terminate the
annual reporting requirement implemented in Commission Order No. 33313. The Company
requests that its Application be processed by Modified Procedure.
NOTICE OF APPLICATION
YOU ARE HEREBY NOTIFIED that the Company is an Oregon corporation
providing electric service to retail customers in the states of Idaho, Utah, and Wyoming which
does business as Rocky Mountain Power. Application at 1.
YOU ARE FURTHER NOTIFIED that on December 19, 2014, the Company and
Idaho Power Company (“the Parties”) jointly filed an application with the Commission pursuant
to Idaho Code § 61-328 and Commission Rule of Procedure 52, IDAPA 31.01.01.052, requesting
an order approving the exchange of certain transmission assets. Id. at 2.
YOU ARE FURTHER NOTIFIED that the Parties own and operate the Jim Bridger
Power Plant and associated transmission assets (“Bridger”). On October 24, 2014, the Parties
entered into a Joint Purchase and Sale Agreement and a Joint Ownership and Operating Agreement
to reallocate their respective ownership interests to better meet their load service obligations and
improve operational efficiency. Id. On June 5, 2015, the Commission issued Order No. 33133
which: (1) approved the Parties’ application finding that the exchange of transmission facilities
(“Transmission Facilities”) satisfied the requirements of Idaho Code § 61-328; (2) required that
the financial benefits from the exchange be returned to customers; and (3) required the Company
to file an annual report with the Commission documenting changes to the Company’s wheeling
expenses associated with Idaho Power Company (“Idaho Power”). See Case No. PAC-E-14-11;
Order No. 33313 at p. 14.

YOU ARE FURTHER NOTIFIED that the financial benefits from the Transmission
Facilities exchanged flow back to the Company’s customers through the energy cost adjustment
mechanism where actual transmission wheeling expenses are compared to the normalized levels
in base rates. Application, at 3.
YOU ARE FURTHER NOTIFIED that in compliance with Order 33313, the Company
reports that transmission wheeling expense paid to Idaho Power from October 1, 2020, through
September 30, 2021, was $16.3 million representing a $0.2 million increase compared to the prior
reporting period. Id. at 3.
YOU ARE FURTHER NOTIFIED that the Company states that Order No. 33313
recognized that the annual transmission report was transaction specific and would not be required
indefinitely. Id (citing Order No. 33313 at 14). The Company noted that the Commission stated
that once the change in transmission revenues and wheeling expenses were reflected in base rates,
the Parties could request to discontinue filing the annual reports required by Order No. 33313. Id.
YOU ARE FURTHER NOTIFIED that on May 27, 2021, the Company filed a general
rate case with the Commission requesting authority to increase base rates in Idaho.1 Id. at 4. On
October 25, 2021, the parties in the case filed a settlement stipulation with the Commission
resolving all issues in the rate case with new rates proposed to be effective January 1, 2022, subject
to Commission approval. Id. If approved, the Company asserts that the financial benefits from the
Transmission Facilities exchange will be included in base rates, eliminating the need for continued
tracking and reporting of wheeling expenses to the Commission. Id.
YOU ARE FURTHER NOTIFIED that the Company requests an order from the
Commission acknowledging that the Company has complied with Order No. 33313 and
authorizing the Company to stop filing annual transmission wheeling reports associated with the
Idaho Power transmission asset change. Id.
YOU ARE FURTHER NOTIFIED that the Application and Exhibits are available for
public inspection during regular business hours at the Commission’s office. The Application is
also available on the Commission’s website at www.puc.idaho.gov. Click on the “ELECTRIC”
tab at the top of the home page, then select “Open Cases” and then locate and click on the case
number as shown on the front of this document.

YOU ARE FURTHER NOTIFIED that all proceedings in this case will be held
pursuant to the Commission’s jurisdiction under Title 61 of the Idaho Code. The Commission may
enter any final order consistent with its authority under Title 61.
YOU ARE FURTHER NOTIFIED that all proceedings in this matter will be conducted
pursuant to the Commission’s Rules of Procedure, IDAPA 31.01.01.000 et seq.

YOU ARE FURTHER NOTIFIED that the Commission has determined that the public
interest may not require a formal hearing in this matter and will proceed under Modified Procedure
pursuant to Rules 201 through 204 of the Commission’s Rules of Procedure, IDAPA 31.01.01.201
through .204. The Commission notes that Modified Procedure and written comments have proven
to be an effective means for obtaining public input and participation.
YOU ARE FURTHER NOTIFIED that anyone desiring to state a position on this
Application may file a written comment explaining why the person supports or opposes the
Application by January 18, 2022. Persons who would like a hearing must specifically request a
hearing in their written comments. Comments must be filed through the Commission website or
by email unless computer access is unavailable. To comment electronically, please access the
Commission’s home page at www.puc.idaho.gov. Click the “Consumer” tab on the Commission’s
webpage and then “Case Comment Form” and complete the form using the case number as it
appears on the front of this document. To file by email, the customer must email the comments to

January 25, 2022.
YOU ARE FURTHER NOTIFIED that if no written comments or protests are received
within the time limit set, the Commission will consider this matter on its merits and enter its order
without a formal hearing. If written comments are received within the time limit set, the
Commission will consider them and, in its discretion, may set the same for formal hearing.

IT IS HEREBY ORDERED that the Company’s Application be processed by Modified
Procedure, Rule 201-204 (IDAPA 31.01.01.201-.204). Persons interested in submitting written
comments must do so by January 18, 2022. The Company must file any reply comments by January
25, 2022.
IT IS FURTHER ORDERED that the Parties should continue to comply with Order
No. 35058, issued June 3, 2021. All pleadings should be filed with the Commission electronically
and shall be deemed timely filed when received by the Commission Secretary. See Rule 14.02.
Service between the Parties should also be accomplished electronically. Voluminous discovery-
related documents may be filed and served on CD-ROM or a USB flash drive.
