HomeMy WebLinkAbout20210813Decision Memo.pdfDECISION MEMORANDUM 1 DECISION MEMORANDUM TO: COMMISSIONER KJELLANDER COMMISSIONER RAPER COMMISSIONER ANDERSON COMMISSION SECRETARY COMMISSION STAFF LEGAL FROM: DAYN HARDIE JOHN HAMMOND DEPUTY ATTORNEYS GENERAL DATE: AUGUST 13, 2021 SUBJECT: IN THE MATTER OF ROCKY MOUNTAIN POWER’S APPLICATION FOR AUTHORITY TO INCREASE ITS RATES AND CHARGES IN IDAHO AND APPROVAL OF PROPOSED ELECTRIC SERVICE SCHEDULES AND REGULATIONS; CASE NO. PAC-E-21-07. On May 27, 2021, PacifiCorp dba Rocky Mountain Power (“Company”) applied to the Commission requesting authority to increase its Idaho jurisdictional revenue requirement by $19.0 million, or approximately 7.0 percent. The Company requests a July 1, 2021, effective date. On June 17, 2021, the Commission issued a Notice of Application, a suspension of the proposed effective date, and a Notice of Intervention Deadline. Order No. 35079. The Commission suspended the proposed effective date of July 1, 2021, for the statutory maximum period of 30 days plus five (5) months pursuant to Idaho Code § 61-622(4). Bayer Corporation, Community Action Partnership Association of Idaho, Idaho Conservation League, Idaho Irrigation Pumpers Association, Inc., and PacifiCorp Idaho Industrial Customers (collectively the “Intervenors”) intervened in the case. Order No. 35079 directed Staff to informally confer with the parties to discuss scheduling after the intervention deadline passed. On July 21, 2021, the Commission issued a notice of Parties. STAFF RECOMMENDATION Staff conferred with the parties following the Commission’s issuance of the Notice of Parties. Staff recommends the Commission issue an order establishing the following deadlines: October 20, 2021, for Staff and Intervenors’ prepared testimony, and November 3, 2021, for the Company’s rebuttal testimony. Staff also recommends the Commission direct Staff to hold a DECISION MEMORANDUM 2 virtual public workshop on October 13, 2021. Finally, Staff recommends the Commission schedule a customer hearing on November 15, 2021, and a technical hearing for November 16 through November 19, 2021. COMMISSION DECISION Does the Commission wish to issue an order: 1. Establishing an October 20, 2021, deadline for Staff and Intervenors to file prepared testimony? 2. Establishing a November 3, 2021, deadline for the Company to file rebuttal testimony? 3. Directing Staff to hold a virtual public workshop on October 13, 2021? 4. Scheduling a customer hearing on November 15, 2021? 5.
