HAMMOND JR. DEPUTY ATTORNEY GENERAL DATE: DECEMBER 31, 2020 SUBJECT: IN THE MATTER OF ROCKY MOUNTAIN POWER’S APPLICATION REQUESTING AUTHORIZATION TO UPDATE THE WIND AND SOLAR INTEGRATION RATE FOR SMALL POWER GENERATION FACILITIES; CASE NO. PAC-E-20-14. On October 8, 2020, Rocky Mountain Power, a division of PacifiCorp (the “Company”) requested authority to increase the wind and solar integration rate applicable to new power purchase agreements (“PPA”) between the Company and wind and solar qualifying facilities (“QFs”). On November 23, 2020, the Commission issued a Notice of Application and Notice of Intervention Deadline. Order No. 34840. On December 16, 2020, the Commission issued a Notice of Parties. THE APPLICATION The Company requests authorization to increase the wind integration rate from $0.57 to $1.11 per megawatt-hour (“MWh”) for wind-powered QFs. Application at 1. The Company also requests authorization to increase the solar integration rate from $0.60 to $0.85 per MWh for solar-powered QFs. Id. The Company states these amounts represent the integration costs of wind and solar power to be applied against published avoided cost rates except in where the QF delivers energy to the Company on a firm hourly schedule as specified in a PPA. The Company requested that the case be processed by Modified Procedure. DECISION MEMORANDUM 2 STAFF RECOMMENDATION Staff recommends the Commission issue a Notice of Modified Procedure and Notice of Comment Deadlines that sets a February 12, 2021, comment deadline for interested persons and parties and a February 26, 2021, reply deadline for the Company.
