HomeMy WebLinkAbout20191203notice_of_application_order_no_34495.pdfOffice of Secretary Service Date December 3,2019 BEFORE THE IDAHO PUBLIC UTILITIES COMMISSION IN THE MATTER OF ROCKY MOUNTAIN )CASE NO.PAC-E-19-17 POWER'S PETITION TO INCREASE THE )BLUE SKY BLOCK VALUE FROM 100 TO )NOTICE OF APPLICATION 200 KILOWATT HOURS ) )NOTICE OF MODIFIED )PROCEDURE )ORDER NO.34495 On October 25,2019,Rocky Mountain Power ("Company"),a division of PacifiCorp, filed an Application requesting the Commission's approval to increase the size of each Blue Sky Block ("Blue Sky Block"or "Block")offered under Schedule 70-Renewable Energy Rider-and Schedule 73-Renewable Energy Rider Bulk Purchases (collectively "Blue Sky Program"or "Program")-from 100 kilowatt hours ("kWh")to 200 kWh.Application at 1.The Company requested an effective date of January 1,2020 and that its Application be processed by Modified Procedure.Id.at 7. The Commission now issues this notice of the Company's Application and Notice of Modified Procedure setting public comment and Company replydeadlines. NOTICE OF APPLICATION YOU ARE HEREBY NOTIFIED that the Company proposes to modify the size of the Blue Sky Blocks available to customers who voluntarily sign up for Schedule 70 or Schedule 73 from 100 kWh to 200 kWh in response to changes in the Renewable Energy Credit ("REC")market between 2003,when the Program was established,and present.Id.at 4;See 2018 Blue Sky Annual Report. YOU ARE FURTHER NOTIFIED that the Blue Sky Program is self-funded.Id.at 5. Funds from customers taking service under the Program are used to acquire RECs and cover administrative costs,Program growth,and maintenance.Id.All funds remaining after accounting for Program expenses are made available to help fund new community-based renewable installations.Id. YOU ARE FURTHER NOTIFIED that Schedule 70 Blue Sky Blocks currentlycost $1.95 each per month.Id.at 3.Under Schedule 73,customers can buy Blocks for $0.70 per Block NOTICE OF APPLICATION NOTICE OF MODIFIED PROCEDURE ORDER NO.34495 1 per month plus a $1,500 per year fixed charge,if customers buy at least 1,212 Blue Sky Blocks. For purchases of over 750,000 Blue Sky Blocks annually,the Company offers individually negotiated contracts.Id.at 3-4. YOU ARE FURTHER NOTIFIED that the proposed changes to the Blue Sky Program do not alter individuallynegotiated contracts.Id.at 4. YOU ARE FURTHER NOTIFIED that as of September 2019 there were 1,699 participants in the Blue Sky Program.Id.at 5.The proposed modifications will allow additional customers to take service under Schedules 70 or 73,enabling residential,commercial,or industrial customers to meet their renewable energy goals.Id. YOU ARE FURTHER NOTIFIED that the Application is available for public inspection during regular business hours at the Commission's office.These documents are also available on the Commission's web site at gy .puc.idaho.cos.Click on the "File Room"tab at the top of the page,then select "Electric Cases"and click on the case number as shown on the front of this document. YOU ARE FURTHER NOTIFIED that all proceedings in this case will be held pursuant to the Commission's jurisdictionunder Title 61 of the Idaho Code and specifically Idaho Code §§61-502 and 61-503.The Commission may enter any final order consistent with its authorityunder Title 61. YOU ARE FURTHER NOTIFIED that all proceedings in this matter will be conducted pursuant to the Commission's Rules of Procedure,IDAPA 31.01.01.000et seq. NOTICE OF MODIFIED PROCEDURE YOU ARE FURTHER NOTIFIED that the Commission has determined that the public interest may not require a formal hearing in this matter,and that it will proceed under Modified Procedure pursuant to Rules 201 through 204 of the Commission's Rules of Procedure,IDAPA 31.01.01.201 through .204.The Commission notes that Modified Procedure and written comments have proven to be an effective means for obtaining public input and participation. YOU ARE FURTHER NOTIFIED that any person desiring to state a position on this Application may file a written comment in supportor opposition with the Commission by December 17,2019.The comment must contain a statement of reasons supporting the comment.
