PAC-E-I9-I5 NOTICE OF APPLICATION NOTICF], OF MODIFIED PROCEDUR.E ORDER NO. 3{477 On October 10,2019, PacifiCorp dba Rocky Mountain Power ("Rocky Mountain" or "Company") filed an Application requesting the Commission approve modifications to its Electric Service Schedule No. 3 I -Partial Requirements Service-High Voltage ("Partial Requirements Service"), to add an option for customers taking service at distribution voltage levels, The Company requested that its Application be processed by Modified Procedure. The Commission now issues this Notice of Application and Notice of Modified Procedure establishing comment and Company reply deadlines. BACKGROUND In December of 2012, the Commission approved Schedule No. 3 1, Partial Requirements Service for customers taking service at transmission voltage levels. See Order No. 32704. Application at 2. Rocky Mountain asserts Partial Requirements Service is designed for customers with onsite generation. 1d. The Company states this service consists of Supplementary, Back-up, Maintenance, or Excess Power service. /d. Rocky Mountain states customers can currently contract fbr Partial Requirements Service for a minimum of one year. Id. NOTICE OF APPLICATION YOU ARE HEREBY NOTIFIED that Rocky Mountain asserts Partial Requirements Service is only available to transmission customers with loads up to 15,000 kW. Id. However, the Company represents it has been contacted by a customer that takes service at a distribution voltage level who is interested in Partial Requirements Service. /d. at 3. NOTICE OF APPLICA'IION NOTICE OT MODIFIED PROCEDURE oRDERNO. 34477 ) ) ) ) ) ) ) ) ) ) YOU ARE FURTHER NOTtrIED that Rocky Mountain requests Commission authority to expand Schedule No. 3l to enable customers served at distribution voltages to take service under its terms and conditions. Id. Thr. Company believes this will also provide more transparency for customers to better evaluate their options as they consider self-generation. 1d. YOU ARE FURTHER NOTIFIED that the Company proposes to add two additional rates to Schedule No. 31: Secondary Service for customers taking service under 2300 volts; and Primary Service for distribution service of 2300 volts or higher. 1d. YOU ARE FURTHER NOTIFIED that Rocky Mountain asserts that the rates for these distribution service options were designed based upon the prices for full requirements service under Electric Service Schedule No. 6-General Service, ("Schedule 6"). Id. The Company asserts this same logic was used to develop current Schedule No. 3l prices for transmission voltage customers based upon Schedule 9. Id. YOU ARE FURTHER NOTIFIED that the Company asserts that like the transmission voltage rates, the proposed rates for partial requirements services for distribution voltage servicc are based upon the Company's most recently filed cost of service study in Case No. PAC-E- l l- 12. Id. at3-4. YOU ARE FURTHER NOTIFIED that the Company requests that its Application be processed by Modified Procedure under the Commission's Rules of Procedure. Id. at 4. YOU ARE FURTHER NOTIFIED that the Application and supporting documentation have been filed with the Commission and are available for public inspection during regular business hours at the Commission's office. YOU ARE FURTHER NOTIFIED that all proceedings in this case will be held pursuant to the Commission's jurisdiction underTitle 6l of the Idaho Code, incl]uding ldaho Code $$ 6l-501-61-503, 6l-328, and 6l-332 - 6l-334C. The Commission may enter any final order consistent with its authority under Title 6l . See IDAPA 31.01.01.201 through.204. The Commission notes that Modified Procedure and written comments have proven to be an effective means for obtaining public input and panicipation. YOU ARE FURTHER NOTIFIED that any person desiring to state a position on this Application must file a written comment in support or opposition with the Commission by January 15,2020. The comment must contain a statemont of reasons supporting the comment. Persons desiring a hearing must specifically request one in their written comments.
