APPLICATION
COMES NOW, Rocky Mountain Power, (the "Comparry"), and in accordance with
RP 052 and RP 201, et. seq., hereby respectfully applies to the Idaho Public Utilities
Commission, (the "Commission"), for authority to modiff Electric Service Schedule No.
31 - Partial Requirements Service, ("Schedule 31"), to add options for customers taking
service at distribution voltage levels.
In support of this Application, the Company states as follows:
1. Rocky Mountain Power is a division of PacifiCorp, &n Oregon corporation,
which provides electric service to retail customers through its Rocky Mountain Power
division in the states of Idaho, Utah, and Wyoming, and through its Pacific Power division
in the states of California, Oregon, and Washington.
2. Rocky Mountain Power is a regulated public utility in the state of Idaho
and is subject to the Commission's jurisdiction with respect to its prices and terms of
electric service to retail customers in Idaho.

3. This Application is filed pursuant to ldaho Code $$ 61-301 and 61-307. In
particular, Idaho Code $ 61-301 requires Idaho retail electric rates to be just and reasonable
and ldaho Code $ 6l-307 requires Commission approval prior to any change in rates or
servlce.
BACKGROUND
4. In August 2012 the Company filed for authorization to cancel Electric
Service Schedule No. 17 - Standby Service, and replace it with Electric Service Schedule
No. 31 - Partial Requirements Service - High Voltage, for customers taking service at
transmission voltage levels. In December 2012 the Commission approvedl the application
authorizing implementation of Schedule 31.
5. Partial Requirements Service is designed for customers with on-site
generation. It consists of Supplementary, Back-up, Maintenance, or Excess Power service.
A customer can contract for Partial Requirements Service for a minimum of one year.
6. Presently, service under Schedule 31 is only available to transmission
voltage customers with loads up to 15,000 kW. Rates were based on and aligned with
Electric Service Schedule No. 9 - General Service - High Voltage, ("Schedule 9"). This
assured consistency between Schedule 3l and the corresponding fulI requirement rates on
Schedule 9, under which eligible customers would otherwise take service.

PROPOSAL
7. Recently the Company was contacted by a customer taking service at a
distribution voltage level, who wanted to self-generate for most of the customer's
electricity needs, expressing interest in Partial Requirements Service. Since Schedule 31 is
currently only available to customers taking service at transmission voltage levels, the
Company determined it was necessary to modifu Schedule 3l to provide service for
customers at lower voltages. Approval of the Company's requested revisions to the tariff
will enable customers served at distribution voltage to take service on Schedule 31 and will
provide more transparency for customers to better evaluate their options as they consider
self-generation.
8. The Company respectfully requests authorization to expand Schedule 3l
fromtransmission service only to also include distribution service. Two additional rate options
would be added: Secondary Service for customers taking service under 2300 volts; and
Primary Service for distribution service of 2300 volts or higher.
9. The rates for these two distibution service options were designed based upon
the prices for full requirements service under Electric Service Schedule No. 6 - General
Service, ("Schedule 6"). The same logic that was used to develop current Schedule 31
prices for transmission voltage customers based upon Schedule 9 was used to develop
proposed prices for distribution voltage customers based upon Schedule 6. Attachment A
to this application shows the calculation of the proposed prices.
10. Like the transmission voltage rates, the proposed rates for partial
requirements services for distribution voltage service are based upon the Company's most
recently filed cost of service study in Case No. PAC-E-I1-12 and incorporate the same

seasonal proportions between Summer and Winter as exist with power charges in the
corresponding full requirements tariff Schedule 6.
1 1. The rates are designed to ensure consistency with what a customer would
pay on Schedule 6. The proposed customer service, supplementary power, supplementary
and back-up energy prices are set to the same prices found in Schedule 6. The excess
power rate is set at two times supplemental power charges.
12. Clean and legislative copies of Electric Service Schedule No. 3l - Partial
Requirements Service are provided as Attachment B to this Application.

MODIFIED PROCEDURE
16. Rocky Mountain Power believes that consideration of the proposals
contained in this Application do not require an evidentiary proceeding, and accordingly the
Company requests that this Application be processed under RP 201 allowing for
consideration of issues under Modified Procedure, i.e., by written submissions rather than
by an evidentiary hearing.
REOUEST FOR RELIEF
WHEREFORE, Rocky Mountain Power respectfully requests that the Commission
issue an order: (l) authorizing that this matter be processed under Modified Procedure; (2)
authorizing the addition of primary and secondary service options to Electric Service
Schedule No. 3l - Partial Requirements Service; and (3) approving the Electric Service
Schedule No. 31 - Partial Requirements Service tariff sheets provided as Attachment B.

Partial Requirements Service -
AVAILABILITY: At any point on the Company's interconnected system where there are facilities
ofadequate capacity.
APPLICATION: This Schedule is for alternating current, three phase electric service supplied at
Companv's ava'lable voltaqs through a single point of
delivery for Supplementary, Back-up, Maintenance Power or Excess Service (partial requirements service) in
addition to regular electric requirements obtained from any service other than the Company, including on-site
generation. This Schedule is applicable to customers with on-site eeneration of more than 1.000 kW but that
does not exceed 15.000 kW. Customers not contracting for Back-up Power shall not be subject to this Schedule
and shall receive electric service under .
This Schedule is not applicable to service for resale, intermittent or highly fluctuating loads, or seasonal use.
This Schedule is not required where on-site generation is used only for emergency supply during times of utility
outage. This Schedule is not available to loads in excess of 15,000 kW, a maximum power requirement in excess
of 15,000 kW shall be deemed to exist when a Customer's maximum power requirement exceeds 15,000 kW in
at least three (3) months of any continuous period of six (6) successive months.
