On September 13,2019,Rocky Mountain Power ("Company")applied for authority to
revise paragraph 1 of Electric Service Regulation No.6 -Company's Installation-to include a
new option for customers to receive single-phase 240/480 volt secondary service.The Company
asked the Commission to review its Application under Modified Procedure.
The Commission now issues this Notice of Application and Notice of Modified
Procedure establishing a public comment period and Company reply deadline.
NOTICE OF APPLICATION
YOU ARE HEREBY NOTIFIED the Company estimates 40%of its distribution lines
are single phase 120/240 volt service.The lack of a three-phase service can make it difficult for
customers to operate equipment with large electric motors-such as irrigation pumps,sewage-lift
stations,and mine-ventilation equipment-because that equipment typically runs on three-phase
power.
YOU ARE FURTHER NOTIFIED where capacity is available on existing single-phase
120/240 volt lines,a three-phase supply can be derived using a variable frequency drive or rotary
phase converter to provide 240/480 volt service.
YOU ARE FURTHER NOTIFIED on average 480 volt converters and motors are 10%
to 25%less expensive to operate than 240 volt converters.
YOU ARE FURTHER NOTIFIED accommodating single-phase 240/480 volt service
will have little impact on the Company's construction standards,practices,and inventory
requirements,but adding three-phase service is cost prohibitive.2
Electric motors over 7.5 horsepower have limited commercial availability on single-phase service.

YOU ARE FURTHER NOTIFIED the upgrades proposed in the Application can
benefit several current and emerging industries in the Company's service territory including:
irrigation,highway lighting,and electric vehicle rapid-charging stations.
YOU ARE FURTHER NOTIFIED that the Application is available for public
inspection during regular business hours at the Commission's office.The Application is also
available on the Commission's web site at gucMah gov.Click on the "Open Cases"link
under the heading "Electric"and click on the case number as shown on the front of this document.
YOU ARE FURTHER NOTIFIED that all proceedings in this case will be held
pursuant to the Commission's jurisdiction under Title 61 of the Idaho Code.The Commission may
enter any final order consistent with its authority under Title 61.
YOU ARE FURTHER NOTIFIED that all proceedings in this matter will be conducted
under the Commission's Rules of Procedure,IDAPA 31.01.01.000,et seq.
NOTICE OF MODIFIED PROCEDURE
YOU ARE FURTHER NOTIFIED that the Commission has preliminarilydetermined
that the public interest may not require a formal hearing,and that it will proceed under Modified
Procedure pursuant to Rules 201 through 204 of the Commission's Rules of Procedure,IDAPA
31.01.01.201-204.The Commission notes that Modified Procedure and written comments have
been an effective way to obtain public input and participation.
YOU ARE FURTHER NOTIFIED that any person desiring to state a position on this
Application may file a written comment in support or opposition with the Commission by
December 10,2019.The comment must contain a statement of reasons supporting the position.
Persons desiring a hearing must specifically request a hearing in their written comments.Written
comments about this Application shall be mailed to the Commission and the Company at the
addresses reflected below:

without a formal hearing.If written comments are received within the time limit set,the
Commission will consider them and,in its discretion,may set the same for formal hearing.

IT IS HEREBY ORDERED that the Company's Application be processed by Modified
Procedure,Rule 201-204.See IDAPA 31.01.01.201-.204.Parties and persons interested in
submitting written comments must do so by December 10,2019.The Company must file any reply
comments by December 17,2019.
