On August 13,2019,PacifiCorp dba Rocky Mountain Power ("Rocky Mountain"or
"Company")applied to the Commission for an order approving no change to the Company's
current Electric Service Schedule 34-Pacific Northwest Electric Power Planning and
Conservation Act Residential and Farm Kilowatt-Hour Credit ("Schedule 34").Under the
Company's proposal,Schedule 34 customers would continue to receive a Residential Exchange
Program ("REP")credit of $0.008403 per Kilowatt-Hour ("kWh").The Company requests its
Applicationbe process by Modified Procedure,and proposes an effective date of October 1,2019.
The Commission now issues this Notice of Application and Notice of Modified
Procedure setting comment and reply deadlines.
BACKGROUND
The Northwest Power Act of 1980 created the REP program administered by
Bonneville Power Administration.The REP allows participating utilities,including Rocky
Mountain,to pass the benefits of the Federal Columbia River Power System to eligible residential,
small farm,and irrigation customers through rate credits.
NOTICE OF APPLICATION
YOU ARE HEREBY NOTIFIED that the Company proposes to distribute $8.2 million
in REP payments annuallyto its Schedule 34 customers,from October 1,2019 through September
30,2021.This proposed rate credit includes $7.8 million in annual REP benefits plus a $1.6 million
undistributed balance in the Company's Idaho REP balancing account,reduced by a look-back
payment of $1.2 million.
YOU ARE FURTHER NOTIFIED that according to the Company's rate design,using
1.0 Gigawatt-Hour as the historical usage level of Schedule 34 customers with the proposed

distribution of $8.2 million,the REP rate credit would be $0.008156 per kWh from October 1,
2019 through September 30,2021.
YOU ARE FURTHER NOTIFIED that instead of distributing a $0.008156 per kWh
REP rate credit,the Company proposes to continue distributing the higher,$0.008403 per kWh
rate credit to Schedule 34 customers.
YOU ARE FURTHER NOTIFIED that by continuing with the Schedule 34 rate credit
at $0.008403 per kWh instead of $0.008156 per kWh,the Company would over-allocate
approximately $248,000 annually to Schedule 34 customers from October 1,2019 through
September 30,2021.
YOU ARE FURTHER NOTIFIED that the Application and supporting documents
have been filed with the Commission and are available for public inspection during regular
business hours at the Commission's office.These documents are also available on the
Commission's web site at www.puc.idaho.gov.Click on the "Open Cases"link under the heading
"Electric"and click on the case number as shown on the front of this document.
YOU ARE FURTHER NOTIFIED that all proceedings in this matter will be conducted
pursuant to the Commission's Rules of Procedure,IDAPA 31.01.01.000 et seq.
YOU ARE FURTHER NOTIFIED that all proceedings in this case will be held
pursuant to the Commission's jurisdiction under Title 61 of the Idaho Code,includingIdaho Code
§§61-501-61-503.The Commission may enter any final order consistent with its authorityunder
Title 61.
NOTICE OF MODIFIED PROCEDURE
YOU ARE FURTHER NOTIFIED that the Commission has determinedthat the public
interest may not require a formal hearing in this matter,and that it will proceed under Modified
Procedure pursuant to Rules 201 through204 of the Commission's Rules of Procedure.See IDAPA
31.01.01.201 through .204.The Commission notes that Modified Procedure and written comments
have proven to be an effective means for obtaining public input and participation.
I $0.008403 per kWh is the same REP rate credit distributed from October 1,2017 through September 30,2019,when
the Company was distributing $8.5 million in annual REP credits.

YOU ARE FURTHER NOTIFIED that any person desiring to state a position on this
Application may file a written comment in support or opposition with the Commission by no
later than September 13,2019.The written comment must contain a statement of reasons
supporting it.Persons desiring a hearing must specifically request one in their written comments.
