SUBJECT:APPLICATION OF ROCKY MOUNTAIN POWER TO CLOSE THE NET
METERING PROGRAM TO NEW SERVICE & IMPLEMENT A NET
BILLING PROGRAM TO COMPENSATE CUSTOMER GENERATORS
FOR EXPORTED GENERATON; CASE NO. PAC-E-19-08.
On June 14, 2019, Rocky Mountain Power ("Company") filed an Application
requesting the Commission's approval to: (1) close its Electric Service Schedule 135 ("Schedule
135" or "Net Metering"), to new customers effective as of midnight on December 31,2019; (2)
require all customers who apply for interconnection under Schedule 135, before its closure, to
interconnect within one-year of application; (3) allow Schedule 135 customers to stay on the Net
Metering program until June 1,2029; (4) open a new schedule, Electric Service Schedule 136
("Schedule 136" or "Net Billing"), for customers who apply to connect their customer-owned
generating facilities after January 31,2020; (5) require customers who apply for Schedule 136 to
pay an $85 application fee; and (6) recover the exported energy credits from the Net Billing
program through the Company's annual Energy Cost Adjustment Mechanism ("ECAM").
STAFF RECOMMENDATION
Staff recommends the Commission issue a Notice of Application with a 2l-day
intervention deadline. Following the 2l-day intervention period, parties would confer regarding
procedure and scheduling.
