The customer letter from Rocky Mtn Pwr (dated June 26, 2019) is incorrect in that I only receive 11.13 cents per kilowatt-hour generated, not the 12.5 cents in the letter. 2. The proposal for changing the net meter rate only talks to pay back of a generating system. I own my system. My system was sized and constructed to result in me having aZero electric bill over the full year. The proposed change to 8.5 cents per kWh is a 24% reduction. This results in my system being24% undersized. This will force me to increase the generating capacity of my system by 4 panels at an approximate cost of 54800 in order to retain my zero electric cost. This is an undue burden on the home generator. I became a net-metering customer April 5, 2018 and this, to me, is almost like a "bait and switch" situation. One of the reasons I decided to install solar power was the credit I received on excess electrical generation was the same as the rate I was paying for electric power. We are in the process of building a new primary residence and I would like to to be able to justify the cost of installing solar power on it while the 30% federal credit is still in effect and the pay back period is within 10 years - not more than 14 years. I see no justification for this change in the letter I received from Rocky Mountain Power and feel this is a "knee-jerk reaction" to the number of customers that are installing solar power on the part of Rocky Mountain Power. I request that the PUC not grant this termination of the Rocky Mountain Power Net- Metering program!
