PAC-E-19-08 ADOPTING ORDER ORDER NO. 34798 On June 14, 2019, Rocky Mountain Power, a division of PacifiCorp (“Rocky Mountain Power” or “Company”) applied to the Commission for an order closing Electric Service Schedule 135 – Net Metering Service and opening Schedule 136 – Net Billing Service. On August 26, 2020, the Commission issued an order defining the scope of study for the Company to undertake before proposing program changes. Order No. 34753. The Commission also issued a proposed order on grandfathering existing customer-generators pursuant to Commission Rule of Procedure 312. Order No. 34752. The Commission now issues this order adopting Order No. 34752 as a final order, as modified herein. COMMISSION FINDINGS The Commission has jurisdiction over this matter under Idaho Code §§ 61-501, 61- 502, and 61-503. Commission Rule of Procedure 312 authorizes the Commission to issue a proposed order and adopt or revise the proposed order according to responses and exceptions received. The Commission may issue a proposed order in any proceeding. Any party may file exceptions and briefs to a proposed order within twenty-one (21) days from its date of service, unless a different time is designated by the Commission. Any party may file and serve answers and accompanying briefs to the exceptions within seven (7) days after service of the exceptions. The Commission may adopt or revise the proposed order in response and issue a final order accordingly. The proposed order is not an order of the Commission unless it is adopted by order. In that case, the order of adoption is the final order for all purposes. IDAPA 31.01.01.312. The only response or exception received was a request from the Company to delay the implementation of Schedule 136 to allow the Company to update its billing system. ADOPTING ORDER ON GRANDFATHERING ORDER NO. 34798 Based on the foregoing, the Commission finds it fair, just, reasonable and in the public interest to adopt Order No. 34752 in whole, with the sole exception that Rocky Mountain Power shall initiate Schedule 136 as of November 1, 2020, rather than October 1, 2020. O R D E R IT IS HEREBY ORDERED that the Commission adopts Order No. 34752 as a final order, as described herein.
