PAC-E-19-08 NOTICE OF SUSPENSION OF PROPOSED EFFECTIVE DATES ORDER NO. 34745 On June 14, 2019, Rocky Mountain Power, a division of PacifiCorp (“Rocky Mountain Power” or “Company”) filed an application requesting the Commission close Electric Service Schedule 135 – Net Metering Service (“Schedule 135”) to new customer participation as of December 31, 2019, and open Electric Service Schedule 136 – Net Billing Service (“Schedule 136”) to new customer participation as of February 1, 2020 (“Original Application”). On April 23, 2020, Rocky Mountain Power filed a supplemental application (“Supplemental Application”) requesting the Commission close Schedule 135 to new customer participation as of midnight local time July 31, 2020, and open Schedule 136 to new customer participation as of September 1, 2020. The Supplemental Application superseded the original application. The Supplemental Application also updated inputs to the Company’s proposed export credit rate (“Export Credit Rate”). Order No. 34661. The Original Application and the Supplemental Application both requested the Commission grandfather existing customers into Schedule 135 as of the proposed closing date of that schedule. In its Supplemental Application, the Company states, [T]he Company respectfully requests closure of Schedule 135 to new customers as dictated under Idaho Code § 61-622, based on the original closure date requested in its Application, by statute would be effective July 31, 2020 at midnight local time, and recommends that customers on Schedule 135 as of that date be grandfathered on that schedule until July 31, 2030. Application at ¶ 21. To the extent Idaho Code § 61-622 and Idaho Code § 61-307 require us to suspend the Company’s proposed effective dates to prevent the closure of Schedule 135 as of midnight July 31, 2020, and to prevent Schedule 136 from going into effect as of September 1, NOTICE OF SUSPENSION OF PROPOSED EFFECTIVE DATES ORDER NO. 34745 2 2020, prior to the completion of the study, the Commission hereby suspends all proposed effective dates in the Company’s Supplemental Application. The Commission intends to issue an order addressing grandfathering and defining the scope of the study the Company is to undertake shortly hereafter. O R D E R YOU ARE HEREBY NOTIFIED that, in order to allow adequate time to issue an order on grandfathering, and to conduct a comprehensive study of issues critical to a fair, just, reasonable, and non-discriminatory on-site generation service offering, the Commission finds it appropriate to suspend the proposed effective dates of July 31, 2020, and September 1, 2020, each for a period of 30 days plus 5 months, unless the Commission issues an earlier Order accepting, rejecting, or modifying the Company’s proposed effective date or the Application as a whole.
