CASE NO. PAC-E-19-08
REVISED NOTICE OF LIVE-
STREAMED PUBLIC
WORKSHOP
On April 23, 2020, Rocky Mountain Power, a division of PacifiCorp (“Rocky Mountain
Power” or “Company”) filed a supplemental application (“Supplemental Application”) asking the
Commission to close Electric Service Schedule 135 – Net Metering Service (“Schedule 135” or
“Net Metering Program”) to new customers as of July 31, 2020. The Company also asked the
Commission to open Electric Service Schedule 136 – Net Billing Service (“Schedule 136” or “Net
Billing Program”) to new customers as of September 1, 2020. In summary, the Company asks that
customers on Schedule 135 as of midnight on July 31, 2020 be allowed to stay on Schedule 135
for ten years (“grandfathering”). The Company estimates the current retail rate paid to Schedule
135 customers is about 12.5 cents per kilowatt-hour. The Company requests compensation under
Schedule 136 be based on an Export Credit Rate of 2.24 cents per kilowatt-hour. For information
on how the Company proposes to calculate the Export Credit Rate, see Order No. 34661 and the
Company’s Supplemental Application at ¶ 15, 16, 17, 18, and Att. 1.
On May 6, 2020, the Commission issued a Notice of Supplemental Application, Notice
of Public Hearing, and Notice of Comment Deadlines. The Commission noted it would process
this Supplemental Application in two phases, a “study design phase” and a “study review phase.”
The case now is in the study design phase, and the Commission is seeking public and party input
regarding the Company’s grandfathering proposal as well as what elements the parties and public
want studied pertaining to calculation of the Export Credit Rate.
On June 5, 2020, the Commission Secretary issued a Notice of Live-Streamed Public
Workshop. The Commission Secretary now issues this Revised Notice of Live-Streamed Public
Workshop with updated log-in and dial-in information (below).
The Commission updated its platform subscription to allow more participants and
updated log-in and dial-in credentials to be more user friendly. The dial-in and call-in information
in this Revised Notice supersedes the information in the Notice issued on June 5, 2020.
