Net metering allows customers who have installed on-site generation – primarily rooftop solar – to offset their own energy requirements and export any excess energy back onto the company’s grid. The name is derived from the fact that participating customers are charged for the “net” amount of energy they use each month. If the energy generated by the customer and exported back to the company exceeds the amount of energy used by the customer during a billing period, the customer is compensated for the net excess energy through financial credits. The program’s configuration does not allow participants to transfer the credits to another account, however. Rocky Mountain’s proposal calls for modifying the program to allow a once-per-year transfer of credits between eligible meters. To be eligible, the meters must be associated with accounts in the same customer’s name, in the same customer class or rate schedule, and must be served by the same primary feeder. Also, the meter to which the credits would be transferred must be located on or contiguous to the premises on which the meter with the financial credits is located. Rocky Mountain Power provides electric service to approximately 75,000 customers in eastern Idaho. Net metering participants are enrolled in Electric Service Schedule No. 135. The Commission is accepting written comments on Rocky Mountain’s proposal through June 12. Go here to submit a comment electronically.
