The Commission now issues this Notice of Application and Notice of Modified Procedure,and suspends the proposed effective date as noted below. NOTICE OF APPLICATION YOU ARE HEREBY NOTIFIED that the Company seeks a modification to Schedule No.135 to allow customers to transfer financial credits once per year between meters that are owned by the same customer and located on the same or contiguous premises as the meter with excess financial credits,so long as the meters are served by the same primary feeder and are on the same rate schedule. YOU ARE FURTHER NOTIFIED that if the Application is approved,customers could submit a written request to the Company between March 161 and March 3161 each year requesting the transfer of eligible credits.A $10 processing fee would apply to each meter receiving the excess energy credits. YOU ARE FURTHER NOTIFIED that all proceedings in this case will be held pursuant to the Commission's jurisdiction under Title 61 of the Idaho Code and specifically Idaho Code §§61-502 and 61-503.The Commission may enter any final Order consistent with its authorityunder Title 61. YOU ARE FURTHER NOTIFIED that all proceedings in this matter will be conducted pursuant to the Commission's Rules of Procedure,IDAPA 31.01.01.000 et seq. NOTICE OF SUSPENSION OF PROPOSED EFFECTIVE DATE YOU ARE FURTHER NOTIFIED that,given Commission Staff's request for adequate time to analyze the Company's Application,the Commission finds it appropriate to suspend the Company's proposed effective date of May 15,2019,for a period of 30 days plus 5 months,unless the Commission issues an earlier Order accepting,rejecting,or modifying the Company's Application.See Idaho Code §61-622(4). NOTICE OF MODIFIED PROCEDURE YOU ARE FURTHER NOTIFIED that the Commission has determinedthat the public interest may not require a formal hearing in this matter,and that it will proceed under Modified Procedure pursuant to Rules 201 through 204 of the Commission's Rules of Procedure,IDAPA 31.01.01.201 through .204.The Commission notes that Modified Procedure and written comments have proven to be an effective means for obtaining public input and participation. YOU ARE FURTHER NOTIFIED that any person desiring to state a position on this Application may file a written comment in support or opposition with the Commission no later than June 12,2019.The comment must contain a statement of reasons supporting the comment.Persons desiring a hearing must specifically request a hearing in their written comments. IT IS FURTHER ORDERED that the Application of the Company be processed by Modified Procedure,Rule 201-204 (IDAPA 31.01.01.201-.204).Persons interested in submitting written comments must do so by June 12,2019.The Company may file reply comments no later than June 19,2019.
