On January 28,2019,Rocky Mountain Power ("Company")filed a Petition seeking an
extension of the March 29,2019,filing date for the Company's 2019 Integrated Resource Plan
("IRP").With this Order,the Commission issues notice of the Petition and establishes a public
comment period and a reply period.
BACKGROUND
The Company states its current economic analysis of its coal units has identified
potential reliability challenges that must be resolved before the coal studies can be completed.
Petition at 2.The coal studies will inform the Company's preferred resource portfolio in the
Company's 2019 IRP.Id The Company asks to extend its filing deadline so it has adequate time
to complete its economic analysis of its coal units while appropriately accounting for system
reliability and portfolio analysis.
NOTICE OF PETITION
YOU ARE HEREBY NOTIFIED that with this Petition,the Company requests an
extension ofthe March 29,2019,filing date for its 2019 IRP to a date no later than August 1,2019.
YOU ARE FURTHER NOTIFIED that the Company intends to use the extra time,if
granted,to complete the economic analysis of its coal units in a manner that incorporates system
reliability needs and perform additional portfolio analysis.
YOU ARE FURTHER NOTIFIED that the Company states that if the extension is
approved,the Company will continue to hold monthlypublic-inputmeetings up to the extended
filing date.
YOU ARE FURTHER NOTIFIED that the Petition and supporting documentation
have been,filed with the Commission and are available for public inspection during regular

business hours at the Commission offices.These documents are also available on the
Commission's web site at www.puc.idaho.gov.Click on the "Open Cases"link under the heading

YOU ARE FURTHER NOTIFIED that all proceedings in this matter will be conducted
pursuant to the Commission's Rules of Procedure,IDAPA 31.01.01.000et seq.
YOU ARE FURTHER NOTIFIED that all proceedings in this case will be held
pursuant to the Commission's jurisdiction under Title 61 of the Idaho Code,specifically Idaho
Code §§61-502 and 61-503.The Commission may enter any final Order consistent with its
authorityunder Title 61.

YOU ARE FURTHER NOTIFIED that the Commission will proceed under Modified
Procedure pursuant to Rules 201 through 204 ofthe Commission's Rules of Procedure.See IDAPA
31.01.01.201 through .204.The Commission notes that Modified Procedure and written comments
have proven to be an effective means for obtaining public input and participation.
YOU ARE FURTHER NOTIFIED that any person desiring to state a position on this
Petition may file a written comment in support or opposition with the Commission by no later
than February 28,2019.The comment must contain a statement of reasons supporting the
comment.Written comments concerning this Petition shall be mailed to the Commission and the
