On November 9,2018,Rocky Mountain Power ("Company")filed an Application
seeking authorization to decrease the collection rate applied to customer bills for energy
efficiency measures.The Company states that as of September 30,2018,the balance in its
account for energy efficiencymeasures is over-collected by $2.1 million.
On November 29,2018,the Commission issued a Notice of Application and Notice
of Intervention Deadline setting an intervention deadline of December 19,2018,and suspending
the Company's proposed effective date of January 1,2019.Order No.34198.No parties
intervened.On January 7,2019,the Commission Secretary issued a Notice of Parties.Staff
informally conferred with the Company regarding procedure and scheduling.Now,the
Commission issues this Notice of Modified Procedure setting comment and reply deadlines.
NOTICE OF MODIFIED PROCEDURE
YOU ARE HEREBY NOTIFIED that the Commission has determined that the public
interest may not require a formal hearing in this matter and will proceed under Modified
Procedure pursuant to Rules 201 through 204 of the Idaho Public Utilities Commission's Rules
of Procedure,IDAPA 31.01.01.201 through .204.The Commission notes that Modified
Procedure and written comments have proven to be an effective means for obtaining public input
and participation.
YOU ARE FURTHER NOTIFIED that any person desiring to state a position on this
Application may file a written comment in support or opposition with the Commission no later
than February 7,2019.The comment must contain a statement of reasons supporting the
comment.Persons desiring a hearing must specifically request a hearing in their written
comments.Written comments concerning this Application shall be mailed to the Commission
and Rocky Mountain Power at the addresses reflected below:

consistent with its authorityunder Title 61.
YOU ARE FURTHER NOTIFIED that all proceedings in this matter will be
conducted pursuant to the Commission's Rules of Procedure,IDAPA 31.01.01.000 et seq.

IT IS HEREBY ORDERED that this case be processed under Modified Procedure.
Parties and any interested persons wishing to file comments or protests in this matter must do so
