On August 10,2018,Rocky Mountain Power applied for an Order establishingthat it
prudently incurred demand-side management (DSM)expenditures in 2016 and 2017 of
$8,539,263.Application at 1."DSM"generally refers to utility activities and programs that
encourage customers (i.e.,on the "demand-side"as opposed to the "generation side")to use less
overall energy or use less energy during peak usage hours.The Commission will allow the utility
an opportunity to recover its DSM expenses through rates if the Commission finds the Company
prudently incurred them.However,if the Commission finds the Company did not prudently incur
DSM expenses,then it will not allow the Company to recover them through rates and the
disallowed expenses will be borne by the utility'sshareholders and not by customers.
After the Company filed its Application,the Commission issued a Notice of
Application and Notice of Intervention that required interested persons to file any petitions to
intervene by September 14,2018.See Order No.34129.Monsanto Company and the PacifiCorp
Idaho Industrial Customers filed the only petitions to intervene,and the Commission granted both
petitions.See Order Nos.34152 and 34165.Commission Staff then requested that the case be
processed by Modified Procedure,that is,through written submissions without a live hearing.
With this Order,the Commission provides notice that the case will be processed by
Modified Procedure,and that any written comments must be filed by the dates set forth below.

YOU ARE HEREBY NOTIFIED that the Commission has reviewed the filing in this
action,and has preliminarily determined that a formal hearing in this matter is unnecessary and
will proceed under Modified Procedure pursuant to Rules 201 through 204 of the Idaho Public
Utilities Commission's Rules of Procedure,IDAPA 31.01.01.201 through .204.The Commission
notes that Modified Procedure and written comments have proven to be an effective means for
obtaining public input and participation.

YOU ARE FURTHER NOTIFIED that any person or party desiring to state a position
on this Application may file a written comment in support or opposition with the Commission no
later than December 4,2018.The comment must contain a statement of reasons supporting the
comment.Persons desiring a hearing must specifically request a hearing in their written
comments.Written comments concerning this Application shall be mailed to the Commission and
the Applicant at the addresses reflected below:

workpapers,testimonies and exhibits have been filed with the Commission and are available for
public inspection during regular business hours at the Commission offices.The Application and
testimonies are also available on the Commission's web site at www.puc.idaho.gov.Click on the

case number as shown on the front of this document.

IT IS HEREBY ORDERED that this case be processed by Modified Procedure.
Persons interested in submitting written comments regarding this case,or protesting the use of
Modified Procedure,must do so no later than December 4,2018.
IT IS FURTHER ORDERED that the Company must file any reply comments no later
than December 11,2018.
