HomeMy WebLinkAbout20180223Decision Memo.pdfDECISION MEMORANDUM TO:COMMISSIONER KJELLANDER COMMISSIONER RAPER COMMISSIONER ANDERSON COMMISSION SECRETARY COMMISSION STAFF FROM:BRANDON KARPEN DEPUTY ATTORNEY GENERAL DATE:FEBRUARY 22,2018 SUBJECT:ROCKY MOUNTAIN POWER'S NEW WIND CPCN APPLICATION; CASE NO.PAC-E-17-07 On July 3,2017,Rocky Mountain Power applied for a Commission order granting certificates of public convenience and necessity (CPCN)to construct or acquire four new Wyoming wind projects with a total combined capacity of 860 megawatts.Further,the Company requests CPCNs for several transmission facilities,portions of which are associated with the Company's Gateway West transmission project.Monsanto,the PacifiCorp Idaho Industrial Customers,and the Idaho Irrigation Pumpers Association timely intervened. On August 30,2017,the Commission issued a scheduling order for a prefiled testimony deadline,rebuttal deadline,supplemental testimony deadlines,and a technical hearing date of March 12,2018.Order No.33825,amended by Order No.33940.Settlement discussions will take place on February 28,2018.After diligently working on the matter,the parties have agreed to request a modification of the schedule to accommodate the Company's timeline in other jurisdictions and provide adequate time for the potential of a successful settlement. Specifically,the parties agree to the followingschedule: Staff/IntervenorRFP Testimony deadline:April 4,2018 Company RFP Rebuttal deadline:April 25,2018 Technical Hearing:May 10-11,2018 COMMISSION DECISION Does the Commission wish to issue an order approving the above schedule?
