PAC-E-17-02 )) REPLY COMMENTS OF' ) ROCKY MOIINTATN POWER ) ) Rocky Mountain Power, a division of PacifiCorp ("Company" or "Rocky Mountain Power"), in accordance with Order No. 33750 hereby respectfully submits Reply Comments to the Idaho Public Utilities Commission ("Commission"). BACKGROUNI) 1. On March 31,2017, the Company filed an Application with the Commission seeking approval of the $7.5 million ECAM deferral for the Defenal Period and Electric Service Schedule No. 94, Energy CostAdjustment, as filed in Exhibit 4 of the Application. The Company also proposed an alternative plan in Mr. Weston's direct testimony. 2. The Idaho Irrigation Pumpers Association ("IIPA"), Monsanto, and PacifiCorp Idaho Industrial Customers ("PIIC") intervened in the case. Monsanto filed comments on May 3'd, Commission staffon May 4th,late comments were filed by PIIC on May 5th and IIPA on May 8ft. Page 1 3. Staff's comments outlined their thorough review of the application and the audits they performed to authenticate that the deferred balance was accurate and the calculations complied with previous Commission orders. 4. Monsanto and PIIC noted the short 10 day period to file comments. While there were only l0 days between the Commission notice and comment period, all of the intervening parties were provided a copy of the Application when it was filed on March 31't. Also, quarterly Energy Cost Adjustment Mechanism ("ECAM") reports are provided throughout the year for parties to review. 5. The intervening parties' and Commission staff's comments supported the Company's alternative rate proposal. Staff noted that the proposal helps to stabilize rates while significantly reducing the depreciation regulatory asset balance, authorized by Order 32910, which will mitigate future rate increases. 6. Based on the recommendations supporting the alternative rate proposal from the intervening parties and Commission Staff, the Company is providing compliance tariffs, ready for Commission approval, with these reply comments that reflect the alternative rate proposal. REOUEST FOR RELIEF WHEREFORE, Rocky Mountain Power respectfully requests that the Commission issue an order approving: (l) the $7.5 million ECAM deferral for the Deferral Period; (2) the $3.0 millionreductiontoElectricServiceScheduleNo.94;and(3)arateeffectivedateofJune 1,2017.
