Dear Ms. Jewell ; Please find enclosed for filing an original and (7) seven copies of Rocky Mountain Power's annual compliance filing to update the model inputs for the IRP method avoided cost calculation, provided as Appendix A. Pursuant to Commission Order 32697 utilities must provide annual updates for fuel prices, load forecasts, and changes to long term contracts for purchases or sales and any new or expiring QF contracts. The 2015 IRP was filed with the Commission on March 31, 2015. The Company made its last annual compliance filing on October 14, 2015 in docket PAC-E-15-13 ("Prior Filing"). The Company's current long term load forecast was prepared in July 2016. The load forecast used in the Prior Filing was prepared in May 2015. Appendix A provides the July 2016 load forecast summarized annually by jurisdiction. The May 2015 forecast is also provided for reference only. The Company 's most recent Official Forward Price Curve was prepared October 12, 2016 (" 161012 OFPC"). The price forecast used in the Prior Filing was prepared September 30, 2015 (" 1509 OFPC"). Appendix A provides the 161012 OFPC natural gas prices summarized annually by market hub. The 1509 OFPC is also provided for reference only. Since the Prior Filing, the Company has signed 17 long-term contracts including 15 Jong-term contracts with qualifying facilities for a total nameplate capacity of 185 .6 megawatts. Eleven long-term contracts with a combined nameplate capacity of 134.0 megawatts have terminated. A list of signed and terminated contracts is provided in Appendix A.
