On February 29,2016,PacifiCorp dba Rocky Mountain Power (the Company)
applied to the Commission for authority to modify Electric Service Schedule 135 —Net Metering
Service—by raising the current participation cap from 714 kilowatts (kW)to 2,000 kW.The
Company asks the Commission to process its Application by Modified Procedure,and that the
proposed changes take effect on May 1,2016.
With this Order,the Commission provides notice of the Application,and invites
interested persons to submit written comments on the Company’s proposal.
NOTICE OF APPLICATION
YOU ARE HEREBY NOTIFIED that the Company is a public utility that provides
retail electric service to about 73,000 customers in Idaho.
YOU ARE FURTHER NOTIFIED that the Company currently offers customers a
net metering service.The Company’s Application explains that net metering enables customers
who install distributed generation facilities to offset all or part of their energy requirements and
feed excess energy back into the grid.If the customer’s generation is not operating or the
customer is consuming more energy than the customer is generating,then energy is delivered to
the customer from the Company’s facilities.In each billing period,the Company nets the
customer’s excess generation against the customer’s kilowatt-hour usage taken from the
Company.If the energy generated by the customer and delivered to the Company exceeds the
energy supplied to the customer during the billing period,the customer is billed for the
appropriate power and other non-energy charges and compensated for any net energy through a
financial credit,based on the applicable standard service tariff.

YOU ARE FURTHER OTIFIED that the Company began offering the net metering
service in 2003 pursuant to Commission Order No.29260.which capped participation in the net
metering service at 714 kW.The Order also indicated that the cap should be reviewed again
when the 714 kW limit is reached.With this Application,the Company reports that,as of
December 31,2015,participation in the net metering service has exceeded the 714kW cap,with
161 customers on the net metering service having 1,049 kW of interconnected load.
YOU ARE FURTHER NOTIFIED that with this Application,the Company proposes
to raise the cap to 2,000 kW.The Company explains it does not wish to remove the cap entirely
because a cap is a useful check point for the Company to report to the Commission on the extent
to which the Company and non-participating customers may be subsidizing net metering
customers.The Company states the subsidy currently is a minor part of total Idaho retail
revenues.But the Company believes the subsidy will need to be addressed in the future.The
Company thus proposes to maintain a 2,000 kW cap as a future check point for its continuing
report to the Commission.
YOU ARE FURTHER NOTIFIED that the Application and its exhibits have been
filed with the Commission and are available for public inspection during regular business hours
at the Commission offices.These documents are also available on the Commission’s web site at
wwwpuuidahoo’.Click on the “File Room”tab at the top of the page,scroll down to
“Electric Cases”and click on the case number as shown on the front of this document.
YOU ARE FURTHER NOTIFIED that all proceedings in this case will be held
pursuant to the Commissions jurisdiction under Title 61 of the Idaho Code.The Commission
may enter any final Order consistent with its authority under Title 61.
YOU ARE FURTHER NOTIFIED that all proceedings in this matter will be
conducted pursuant to the Commission’s Rules of Procedure,IDAPA 3 1.01.01.000 etseq.

YOU ARE FURTHER NOTIFIED that the Commission has determined that the
public interest may not require a formal hearing in this matter,and that it will proceed under
Modified Procedure pursuant to Rules 201 through 204 of the Idaho Public Utilities
Commission’s Rules of Procedure.See IDAPA 31.01.01.201 through .204.The Commission
notes that Modified Procedure and written comments have proven to be an effective means for
obtaining public input and participation.

YOU ARE FURTHER NOTIFIED that any person desiring to state a position on the
Company’s Application may file a written comment in support or opposition with the
Commission within 21 days of the service date of this Order.The comment must contain a
statement of reasons supporting the comment.Persons desiring a hearing must specifically
request a hearing in their written comments.Written comments concerning the Application shall
be mailed to the Commission and the Company at the addresses reflected below:

enter its Order without a formal hearing.If written comments are received within the time limit
set,the Commission will consider them and,in its discretion,may set the same for formal
hearing.
