HomeMy WebLinkAbout20160203notice_of_application_order_no_33462.pdfOffice of the Secretary Service Date February 3,2016 BEFORE THE IDAHO PUBLIC UTILITIES COMMISSION IN THE MATTER OF THE APPLICATION ) OF PACIFICORP DBA ROCKY MOUNTAIN )CASE NO.PAC-E-16-04 POWER TO CANCEL SCHEDULE 117,) RESIDENTIAL REFRIGERATOR )NOTICE OF APPLICATION RECYCLING PROGRAM ) )NOTICE OF )MODIFIED PROCEDURE ) ______________________________ )ORDER NO.33462 NOTICE OF APPLICATION YOU ARE HEREBY NOTIFIED that on January 27,2016,PacifiCorp dba Rocky Mountain Power (“Rocky Mountain”or “Company”)filed an Application,pursuant to Idaho Code §61-301,61-307,61-622,61-623 and Commission Rules of Procedure 52 and 201,et seq., seeking authorization to cancel Electric Service Schedule No.117,Residential Refrigerator Recycling Program (“Program”). YOU ARE FURTHER NOTIFIED that on December 3,2015,Rocky Mountain previously filed Tariff Advice No.15-05 requesting Commission authorization to suspend the Program due to the Program vendor,Jaco Environmental (“Jaco”),going out of business.The Commission approved the Program suspension on December 7,2015. YOU ARE FURTHER NOTIFIED that Rocky Mountain states that it issued a competitive Request for Proposals (“RFP”)for its Home Energy Savings program.As part of the RFP process,the Company requested bids on the Program.Subsequently,two vendors submitted bids under the RFP,including Jaco. YOU ARE FURTHER NOTIFIED that the Company,through a third-party vendor named Navigant,conducted several cost-effectiveness analyses to determine if re-instituting the Program was just and reasonable,and in the public interest. YOU ARE FURTHER NOTIFIED that a memorandum from Navigant to Rocky Mountain is attached to the Company’s Application.Table 5 in the Application is pulled from the Navigant memo and demonstrates that the benefit/cost ratio is well below 1.00 for the Program according to five different cost-effective tests. NOTICE OF APPLICATION NOTICE OF MODIFIED PROCEDURE ORDER NO.33462 NOTICE OF MODIFIED PROCEDURE YOU ARE FURTHER NOTIFIED that the Commission has determined that the public interest may not require a formal hearing in this matter and will proceed under Modified Procedure pursuant to Rules 201 through 204 of the Idaho Public Utilities Commission’s Rules of Procedure,IDAPA 31.01.01.201 through .204.The Commission notes that Modified Procedure and written comments have proven to be an effective means for obtaining public input and participation. YOU ARE FURTHER NOTIFIED that all proceedings in this case will be held pursuant to the Commission’s jurisdiction under Title 61 of the Idaho Code.The Commission may enter any final Order consistent with its authority under Title 61. YOU ARE FURTHER NOTIFIED that all proceedings in this matter will be conducted pursuant to the Commission’s Rules of Procedure,IDAPA 31.01.01.000 et seq. ORDER IT IS HEREBY ORDERED that Rocky Mountain’s Application will be processed under Modified Procedure.Persons interested in submitting written comments regarding this case or protesting the use of Modified Procedure should do so no later than 21 days from the service date of this Order.
