BOISE (April 1, 2016) – The Idaho Public Utilities Commission is approving a Rocky Mountain
Power application to sell a section of its service territory to Idaho Falls Power, the city of Idaho
Falls municipal utility.
The two utilities entered a joint agreement to transfer the Fielding Cemetery property at 4800
S. Yellowstone Highway from Rocky Mountain Power to the City of Idaho Falls for just under
$50,000. The transfer of property includes poles, conductors and conduits.
Idaho Falls Power is surrounded by Rocky Mountain Power’s service territory. In August 2005,
Rocky Mountain Power and the City of Idaho Falls signed the “Idaho Falls Allocation
Agreement,” intended to reduce duplication of service. The agreement allows for transfer of
customer services so long as the customer being served provides a written request to transfer
service.
The application falls under the provisions of the Electric Supplier Stabilization Act (ESSA), which
prohibits the city from supplying electricity to a customer served by Rocky Mountain Power,
except under the provisions of the ESSA. The ESSA prohibits the “pirating” of customers from
one regulated utility to another, promotes harmony between electric suppliers, discourages
duplication of electric facilities and stabilizes service territories and consumers.
The commission’s order and other documents related to this case are available on the
commission’s Website. Click on “Open Cases” under the “Electric” heading and scroll down to
