The two utilities entered a joint agreement to transfer the Fielding Cemetery property at 4800 S. Yellowstone Highway from Rocky Mountain Power to the City of Idaho Falls for just under $50,000. The transfer of property includes poles, conductors and conduits. The City of Idaho Falls is surrounded by Rocky Mountain Power’s service territory. In August 2005, Rocky Mountain Power and the City of Idaho Falls signed the “Idaho Falls Allocation Agreement,” intended to reduce duplication of service. The agreement allows for transfer of customer services so long as the customer being served provides a written request to transfer service. The application falls under the provisions of the Electric Supplier Stabilization Act (ESSA), which prohibits the “pirating” of customers from one regulated utility to another, promotes harmony between electric suppliers, discourages duplication of electric facilities and stabilizes service territories and consumers. Comments are accepted via e-mail through Jan. 29, 2016, by accessing the commission’s Website at www.puc.idaho.gov and clicking on "Case Comment Form,” under the “Consumers” heading.
