On June 25,2015,Rocky Mountain Power (“Rocky Mountain”or “Company”)filed
an Application seeking authority to update and revise its 1993 Curtailment Plan.The
Curtailment Plan sets out the actions that the Company will employ during periods when it
experiences energy shortages.Application at 2.According to the Company,the current
Curtailment Plan,which was last updated in 1993,addresses only contingencies for long-term
energy shortages,but does not address short-term supply emergencies.The Company states that
over the last 22 years,changes in technology,industry practices,and increases in generation
capacity have made the 1993 Curtailment Plan obsolete.
Rocky Mountain proposes to update the plan to include new provisions for load
reduction with demand-side management and emergency load shed groups,removal of financial
penalties,and clarification regarding what entity can initiate load curtailment.A.Shingleton
Direct at 2.The proposed plan covers a broader range of events that could lead to a load
curtailment situation,incorporates new curtailment sources,and addresses long and short-term
supply emergencies.Id.at 2-5.The Commission has authority to review and approve
curtailment plans.Idaho Code §61-53 1 through 535.
On July 22,2015,the Commission issued a Notice of Application and set an
intervention deadline of August 5,2015.Order No.33345.No one applied for intervention,and
it is now appropriate for the Commission to set a schedule for processing this case.
THE APPLICATION
The Application is discussed in greater detail in Order No.33345.Briefly,in 1993,
the Commission ordered Rocky Mountain and other suppliers of electric service operating in the
State of Idaho to develop curtailment plans outlining responses and actions relating to electric
service curtailment during periods of prolonged energy shortages.See Order No.25259.Rocky
Mountain filed its Curtailment Plan with the Commission in 1993,which was the last time the

Company filed such a plan or update.See the Company’s Electric Service Regulation No.13
(Sept.2006).
In its Application,Rocky Mountain claims the existing Curtailment Plan is deficient
in addressing contingencies for short-term emergencies,and is also obsolete due to changes in
technology,new industry practices,and advanced generation capacity developed over the past 22
years.Application at 2 The Company proposes to modify the 1993 Plan to:“(a)include new
provisions for load reduction with demand-side management and emergency load shed groups;
(b)remove financial penalties [from the 1993 planJ;and (c)clarify the types of entities that can
initiate load curtailment.”Id.The proposal also increases the range of activates that can
precipitate load curtailment activities.Id.
Rocky Mountain requests and Staff agrees that the Application be processed under
Modified Procedure.Based upon our review of the Application and Staff’s recommendation,we
find this case is appropriate for Modified Procedure.

YOU ARE HEREBY NOTIFIED that the Commission has determined that the public
interest may not require a formal hearing in this matter and will proceed under Modified
Procedure pursuant to Rules 201 through 204 of the Idaho Public Utilities Commissions Rules
of Procedure,IDAPA 31.01.01.201 through .204.The Commission notes that Modified
Procedure and written comments have proven to be an effective means for obtaining public input
and participation.
YOU ARE FURTHER NOTIFIED that any person desiring to state a position on this
Application may file a written comment in support or opposition with the Commission by
February 25,2016.The comment must contain a statement of reasons supporting the comment.
Persons desiring a hearing must specifically request a hearing in their written comments.Written
comments concerning this case shall be mailed to the Commission and the Applicants at the

YOU ARE FURTHER NOTIFIED that all proceedings in this case will be held
pursuant to the Commission’s jurisdiction under Title 61 of the Idaho Code and specifically
Idaho Code §61-507;61-531-535;and 61-622.The Commission may enter any final Order
consistent with its authority under Title 61.
YOU ARE FURTHER NOTIFIED that all proceedings in this matter will be
conducted pursuant to the Commission’s Rules of Procedure,IDAPA 31.01.01.000 et seq.

Procedure,IDAPA 31.01.01.201 -.204.Persons interested in submitting written comments in this
