Comment:Dear PUC Commissioners Kjellander,Redford and Raper:
Thank you for the opportunity to comment on IPC-E-15-01,the Idaho Power Company request to
reduce the length of contracts to purchase power under PURPA.I am an IdaCorp shareholder
and rate payer,and I urge you to deny this request for the following reasons:
This proposal effectively would kill solar development in Idaho,a state with an abundance of
solar potential.I am sure others have pointed out the fact that shorter contract length
would make it impossible for companies to seek financial support from outside investors.
Your proposed 5-year period does not constitute a “secure investment”for investors.
Idaho Power has tended to manipulate data to arrive at the desired conclusion.Unless you
know and understand the AURORA algorithms and accept the assumptions made by Idaho Power (its
IRPAC committee was less than happy with constrained discussion of alternatives in this
respect),you cannot make a sound decision concerning the Idaho Power plea about having to
raise rate payer costs.If increased costs are really the issue,the PUC should,instead,
revisit the long-held rate of profit that has resulted in Idaho Power making the staggering
profits we currently witness.
Human caused environmental change can no longer be denied.Oceans are rising due to warming
caused by high C02,and our shores will be inundated.The oceans are dying.C02-caused
ocean acidification is causing death of plankton at the bottom of the oceans’food chain.We
are facing massive global extinction.The last great carbon-dioxide based extinction 252
million years ago took approximately 100,000 years for the extinction and recovery.This is
a moral issue.
I am aware that the PUC has decided,in the past,that moral issues should be decided by the
Idaho Government,not by the PUC.However,when a government is dysfunctional and,as the
Pope has indicated,in the hands of corporations,it is incumbent upon others to make
decisions to quit fossil fuels.This is why other states tackle issues of human rights and
education when the Federal Government has proven unable to achieve important legislation.
Unfortunately,Idaho has proven to be as dysfunctional as the Federal Government our
legislators rail against.
As you know,Idaho Power traditionally donates $5,000 per year to Governor Otter and Idaho
Power executives collectively gave an additional $10,000 this last campaign year.Since you
are chosen by Governor Otter,it is incumbent upon you to make clear that your decision is
free of political and economic influence.

I urge you to do the right thing for the State,the Nation and the World:stop the continual
foot-dragging concerning decommissioning coal-fired plants which are absolutely the worst
contributor of C02 emissions.We cannot take the stance of some that others will continue to
pollute—that approach results in certain destruction.The morally right decision and actions
must begin with us.I urge you to shield yourselves from political influence and deny the
current request.Other states and other countries have found the courage to protect the
environment and the earth,so please take that step for Idaho.
If Idaho Power continues to get its way,there surely will be a movement to establish a local
power company.

Comment:As a customer of Idaho Power and a concerned citizen,I ask that the length of solar
contracts not be retracted to two years,as planned.This would obviously compromise the
success of solar development,and would set back Idaho’s plan to become more energy
independent.Renewable energy development needs to be encouraged,not hindered.This is

Comment:To whom it may concern,
I’ve learned from the Idaho Sierra Club that a request to shorten the contract time for
independent power producers in Idaho has come your way.
Idaho is not exactly a green state or even a little environmentally friendly,but when it
comes to clean energy,it’s extremely important and more sustainable.We have such a
beautiful state that needs to be protected and that offers plenty of opportunities for solar
power.
Please don’t unfairly shorten the contracts for these alternative options when the Idaho
utility monopolies continue to get a longer contract.Thats not really fair,is it?Besides,
our beautiful state and its future matter too much.

with the abundant solar energy we are capable of producing in Idaho but have not yet taken

Comment:Hello,
I do not believe that with all this Middle-East mess,we would like to continue to be
dependent on fossil fuel and support a bunch of dictators with our hard earned money!Where
is your common sense?Even Chinese are heavily investing in solar energy to reduce their
dependent on fossil fuel and other countries and we are going the other way!Idaho has great
potential in becoming independent from any fossil fuel by using unlimited solar and wind
energy if the big companies let it!
By limiting the solar contracts to two years,you practically declaring that YOU rather a
single company benefit at the expense of Idahoans and our beautiful state!We basically lose
more jobs and have to pay more in fuel cost and be more dependent on foreign countries.What
kind of common sense is that?
I plead to you folks to think about the welfare of our state.

Comment:Please -commission members,be Heroes for the people of Idaho and beyond.
The planet needs Idaho to be proactive in reducing coal usage.Please make using solar a
priority by allowing a minimum of 10 years for contracts,but preferably longer,for solar
projects to be able to realize their return on investment costs.
If,for some terrible political reason,Idaho Power convinces the PUC that 2 year contracts
are what they want,then the PUC must also make Idaho Power have only 2 year contracts for
all their other sources of energy too.If 2 year contracts are good enough for solar,then it
should also be law for coal contracts!!!
This your chance to do the right thing,dont cave to bad politics.
