New power generation assets,regardless of fuel supply,are capital intensive efforts that fundamentally require years to amortize the cost of that capital.Debt and equity investors in our experience in the industry look for the assurance of 20 year or longer power purchase agreements to provide favorable or any financing for such generation projects.To limit power purchases to 2 or even 5 year durations would seriously jeopardize cost effective power generation solutions for Idaho’s consumers. We understand that marginal wholesale energy prices in the short term may on the surface appear cheaper than the cost of new generation.But it is a mistake to compare volatile and uncertain short term prices to the security of long term energy supply from resources such as solar PV,which of course has abundant non-fossil fuel and extremely low marginal costs.
