of the Direct Testimony of David M. Angell
Dear Ms. Jewel!:
It has come to the attention of ldaho Power Company and PacifiCorp that the
words "tap of the" were inadvertently omitted on page 12,line 16 of the Direct Testimony
of David M. Angell. Therefore, to correct this omission, enclosed are 10 copies of
corrected pages 12 and 13 of Mr. Angell's testimony. Because of the addition of the
omitted words, the pagination changed and the paragraphs shifted by one line.
As noted on the Certificate of Service, the corrected pages have been provided
to the parties in this case.

2 related to the capacity and ownership of transmission lines
3 and substations that Idaho Power wiII acquire from
4 PacifiCorp.
5 A. Idaho Power will recej-ve capacity and
6 ownership of the Antelope Goshen line and facilities at
7 the Goshen substation. Capacity on the Antelope - Goshen
8 line will provide a new source to reliably serve the
9 Blackfoot, Idaho area. In addition to improving
10 reliability, the Blackfoot area load is forecasted to grow
11 in the next fj-ve to ten years. The present plan to meet
L2 this growth includes a new twenty-m5-le line from the Brady
13 - Antelope 230 kV line to the Haven substation. The
74 Antelope - Goshen line capacity would provide increased
15 load servj-ce reliability and operati-onal flexibility for
16 the Bl-ackfoot area, eliminating the need for the tap of the
l7 Brady - Antelope 230 kV l-ine at half the cost of the
18 present p1an.
19 A. Pl-ease describe the benefits rel-ated to the
20 Antelope Scoville line and Antelope substatj-on facilities
2L acqui-sit j-on.
22 A. Idaho Power has an existing agreement with
23 Pacifi-Corp for capacity through the Antelope substation to
24 serve a si-ng1e Idaho Power customer via the Scovj-Ile
25 substatj-on. As part of this transaction, Idaho Power will

acquj-re assets at the Antelope substation, converti-ng an
outdated legacy agreement to asset ownership and
el-i-minating the need to cross Pacif iCorp's assets to serve
a single Idaho Power customer.
O. What are the benefits related to capacity on
the American Eall-s - Mal-ad line?
A. As shown on Exhibit 4 in gray as an Idaho
Power Acquired Asset, the American FaIIs - Malad line
travels south from American FaIIs to Malad through the
Arbon Va11ey. Idaho Power currently has capacity
limitations in the Arbon Va1ley area due to voltage
constraj-nts and has had to quote customers expensive
distrj-bution upgrade requirements for load requests, grant
load requests for significantly less than desired, or
simply deny l-oad requests. The Company has also
experienced 1ow voltage issues on the distribution feeder
due to the distance between the source substation and the
Arbon Va11ey, resulting in the rebuild of secti-ons of the
feeder. Additional dlstribution upgrades would be required
in the future as existing customer l-oad growth increases.
This would result in costly upgrades due to the length of
the distribution feeder that typically requires multiple
miles of rebuil-d. However, ownership in the American Falls
- Malad line wiII provide an alternative to rebuilding the
feeder at nearly hal-f the cost of a distribution rebuild.
