HomeMy WebLinkAbout20120306notice_of_application_order_no_32474.pdfOffice of the Secretary Service Date March 6,2012 BEFORE THE IDAHO PUBLIC UTILITIES COMMISSION IN THE MATTER OF THE APPLICATION ) OF PACIFICORP DBA ROCKY MOUNTAIN )CASE NO.PAC-E-12-04 POWER FOR AUTHORITY TO MODIFY ITS ) SCHEDULE NOS.7,7A,AND 11 AND )NOTICE OF APPLICATION ELECTRIC SERVICE REGULATION NO.12.) )NOTICE OF )MODIFIED PROCEDURE ) ___________________________ )ORDER NO.32474 On January 18,2012,PacifiCorp dba Rocky Mountain Power filed Tariff Advice No. 12-01 proposing revisions to its Security Area Lighting (Schedule Nos.7 and 7A)and Street Lighting (Schedule No.1 1)tariffs and Line Extension Regulation (Regulation No.12).Rocky Mountain Power requested that its proposed changes take effect on February 17,2012.l After reviewing the filing,Staff recommended that the Commission suspend Rocky Mountain Power’s proposed February 17 effective date and process the tariff advice through the use of Modified Procedure because of the numerous revisions across several rate schedules, including a proposed change to a regulation. NOTICE OF APPLICATION YOU ARE HEREBY NOTIFIED that the Company proposes to remove low- pressure sodium vapor lamps from Schedule No.7 and 7A. YOU ARE FURTHER NOTIFIED that the Company proposes to specify no new service for customer-owned/customer-maintained energy only service for Schedule No.7. YOU ARE FURTHER NOTIFIED that the Company wishes to clarify obligations to repair inoperable lights and cost responsibility for premature replacement of operable lights for Schedule Nos.7.7Aand 11. YOU ARE FURTHER NOTIFIED that the Company proposes to add language regarding temporary disconnect cost obligations,pole painting and light shielding for Schedule Nos.7,7Aand 11. On February 16,2012,Rocky Mountain Power notified the Commission by e-mail that it agreed to suspension ofitsproposedeffectivedate. NOTICE OF APPLICATION NOTICE OF MODIFIED PROCEDURE ORDER NO.32474 1 YOU ARE FURTHER NOTIFIED that the Company proposes to remove metal halide lamps from Schedule No.11. YOU ARE FURTHER NOTIFIED that the Company wishes to clarify its extension allowance in Electric Service Regulation No.12,which affects customers taking service under Schedule Nos.11 and 12. YOU ARE FURTHER NOTIFIED that Rocky Mountain Power also proposes several general “housekeeping”type changes. NOTICE OF MODIFIED PROCEDURE YOU ARE FURTHER NOTIFIED that the Commission has determined that the public interest may not require a formal evidentiary hearing in this matter and will proceed under Modified Procedure pursuant to the Commission’s Rules of Procedure 201 through 204,IDAPA 3 1.01.01.201 through .204.The Commission notes that Modified Procedure (with written comments)has proven to be an effective means for obtaining public input and participation in cases of this nature. YOU ARE FURTHER NOTIFIED that the Application,supporting workpapers,and exhibits have been filed with the Commission and are available for public inspection during regular business hours at the Commission offices,The Application and workpapers are also available on the Commission’s web site at www.puc.idaho.gov under “File Room”and then “Electric Cases.” YOU ARE FURTHER NOTIFIED that all proceedings in this matter will be held pursuant to the Commission’s jurisdiction under Title 61 of the Idaho Code and specifically Idaho Code §61-118,61-119,61-307,61-502,and 61-623.The Commission may enter any final Order consistent with its authority under Title 61. YOU ARE FURTHER NOTIFIED that all proceedings in this matter will be conducted pursuant to the Commission’s Rules of Procedure,IDAPA 31.01.01.000,ci seq. SUSPENSION OF PROPOSED EFFECTIVE DATE Due to the various changes proposed across multiple rate schedules,the Commission finds that it cannot adequately review Rocky Mountain Power’s requested tariff changes before the proposed effective date of February 17,2012.Pursuant to Idaho Code §6 1-622 and 61- 623,the Commission hereby suspends the proposed changes for a period of sixty (60)days,or until such time as the Commission enters an Order accepting,rejecting or modifying the request in this matter. ORDER IT IS HEREBY ORDERED that Rocky Mountain Power’s Tariff Advice No.12-0 1 regarding Schedule Nos.7,7A,11 and Regulation No.12 be processed by Modified Procedure. Persons interested in submitting written comments in this matter must do so no later than twenty one (21)days from the date of this Order.
