On February 1,2012,PacifiCorp dba Rocky Mountain Power (“Rocky Mountain
Power”or “Company”)submitted its annual Energy Cost Adjustment Mechanism (“ECAM”)
filing in accordance with Idaho Code §sS 61-502 and 61-503,and Rule of Procedure 52.Rocky
Mountain Power proposes an effective date of April 1,2012,for its Application.
On February 15,2012,the Commission issued a Notice of Application,Notice of
Modified Procedure and Notice of Intervention Deadline.See Order No.32461.The Notice
established a comment deadline of March 13,2012,and a deadline for submitting a Petition to
Intervene of February 28,2012.
On February 13,2012,Monsanto Company (“Monsanto”)submitted a Petition to
Intervene.On March 12,2012,the Commission received Monsanto’s Motion requesting a
Commission Order extending the comment deadline from March 13,2012,until March 20,2012.
COMMISSION FINDINGS
The Commission finds that no party timely opposed Monsanto’s Petition to Intervene.
We further find that based on the pleadings and other documents filed in this case intervention by
Monsanto would serve the purposes of intervention as described by Rule 74 ofthe Commission’s
Rules of Procedure and should be granted.
The Commission also finds that no party timely opposed Monsanto’s Motion to
Extend the Comment Deadline in this proceeding.We further find that a one-week extension of
the comment deadline was agreed to by Rocky Mountain Power,the moving party in this case.
The request for an extension is reasonable and necessary in order to allow the parties to analyze
and respond appropriately to the written responses to production requests submitted by
Monsanto.Therefore,an extension of the comment deadline until March 20,2012 is granted.

IT IS HEREBY ORDERED that the Petition to Intervene filed by Monsanto is
granted.
IT IS FURTHER ORDERED that all parties in this proceeding shall serve all papers
hereafter filed in this matter on all parties of record,Monsanto is represented by the following
