On June 20,2011,the Commission issued a Notice of Application,Notice of Modified Procedure,and Notice of Intervention Deadline,establishing an intervention deadline of July 14,2011,and a comment deadline of September 28,2011.See Order No.32284. On July 1,2011,the Commission granted the Petition to Intervene filed by Community Action Partnership Association of Idaho (“CAPAT”).See Order No.32286. Subsequently,Commission Staff and CAPAT requested that the comment period be extended to allow the parties sufficient time to respond effectively to Rocky Mountain’s Application and Responses to Production Requests.
