Rocky Mountain Power Rate hikes

To whom it may concern: Whle I understand that energy costs money and Rocky Mountain Power needs to
stay solvent in order to keep providing the power needs for Idaho, I do not feel it is the responsibilty of the
consumers to pay for bad investment decisions made by Rocky Mountain Power and others. Wind power is
exciting, innovative and popular with the green crowd, but apparently not cost effective. This is NOT the
responsibility of the consumer. Rocky Mountain Power holds great power over it's customers, since there is
simply not another resource to obtain power. Please send them a clear message that enough is enough, deny
them their request for yet another rate increase. They need to look inwardly to streamline their operations
and those who made the bad investment in the wind power wil have to take their lumps along with the rest of
us who have made bad investments from time to time. Than you, Marlyn and Roger Prestwich, Rigby,
Idaho
P.S. I wonder if those who thought wind power would be so environmentally friendly have ever taken a look
over the eastern horizon ofIdaho Falls at night and noticed how all the blinking red lights improve the
environment around the city.

Dear IPUC,
My current power rates are already high enough (among the highest in the state and particularly in our area). In an
economic depression it makes no sense for the IPUC to approve any rate increase for Rocky Mountain Power and further
guarantee them an additional increase next year. RMP wil already receive a rate increase based on the federal ECAM in
April, we don't need to approve any others. With the price of coal and natural gas at an all-time low, we don't see any
reason for RMP's rates to be at an all-time high. Please disapprove the current RMP rate increase proposal. It's not like we
have a choice on who supplies our power, they already have us over a barreL.

I am against the permission of any increase in rates for the customers of Rocky Mountain
Power. Our business~ the Lava Hot Springs Inn~ can not support any further rise in power
costs as these have doubled in the last few years while our business has remained stagnant.
I am sick and tired of these increased rates accompanied by poor reliability leading to a
serious crisis in business overhead.
It' s time for the PUC to learn the word . NO i when it comes to these frequent greedy requests
for rate increases.

Is this requested increase due to wind power being forced on the utility? If so ~this is
public policy gone mad. Natural gas prices have declined sharply and much of RMP cost is
driven by natural gas. They should be asking for a rate decrease. Their last increase should
be rolled back at the very least.

If our power rates are raised as much as they are proposing we and several other families in
our area will not be able to afford our houses. With the current state of the economy most
families are living paycheck to paycheck and it is unfair to ask us to pay for power that we
are not even going to see the benefits from.

I am writing in response to the rate increase. It is my opinion that in the poor economy
that a rate increase would put an undue hardship on many of the Rocky Mtn powers customers
that are working 2 jobs at minimum wage to make ends meet. This could make many families have
to decide if they want electricity and heat or have the food they need to feed their
families.
At times when money gets tight~ we need to tighten our belt to keep the budget in the black.
I think that Rocky Mtn Power needs to do the same thing and not just keep passing there poor
money management and poor investments on to the customers. I don~ t think it is right that if
they run short of money ~ they just raise the rates of power.
Since we as customers only have one option for power in our area~ it is paramount that you~
as the Idaho Public Utilities Commission~ are able to stand up for us and make Rocky Mtn
Power prove that rate increases are justified and are their only option.
I am strongly against any rate increases in utilities at this time.
