Cc: Subject: Importance:High To whom it may concern: As a citizen represented by your utilities commission and a customer (I use this term very loosely as we are more victims than customers) of Rocky Mountain Power, i urge you NOT to accept the rate hike proposal submitted by Rocky Mountain Power. The current proposal, although revised from the original proposal guarantees long term rate adjustments in addition to the federal ECAM adjustments that will take place in ApriL. Additionally, rates were just increased in December 2010 and then again in April 2011. It is vital to our community, businesses, and patrons that the PUC work in favor of the people they are supposed to represent to deny such rate increases. RMP rates are currently among the highest in the state. They are definitely the highest in the area we reside. In these hard economic times it becomes an even greater responsibility for the commission to vote in behalf of the people. I have personally attended the open hearings on this matter and have listened to testimony after testimony of reasons why rates should NOT be raised. I have yet to hear a good reason why they should! In addition to denying the currently proposed RMP rate increase, i suggest that the Idaho PUC call for a formal audit detailng RMP's need for a rate increase and justification for the current high rates and the last rate increases. What is the money being used for? Why do they feel the need to increase rates that are already higher than other providers in our area? In a time when the price of coal and natural gas are at an all-time low why are our rates at an all- time high? Why are time of day customers charged so much for non-peak usage and why are their rates going up (they are the ones trying to conserve the power)? Why do the time of day rates and times change in Idaho but not Utah? RMP needs to be held accountable for these question and so many others. Can the PUC answer these questions? If not, no decision in good conscience can or should be made. Finally, I would urge you to abandon all notions of pursuing wind power and utilties that have short or long term forecasts for the use of such power. It is unreliable, expensive to maintain, and will do nothing but continue to increase our utility rates. RMP's forecast for the future is to invest in a 6 bilion dollar wind energy project here in the west (particularly in Idaho). We cannot let this happen and we cannot be subject to rate increases based on investments in this type of energy. I understand the idea and need for "green energy" but it looks like the only "green" in the current utility forecast is coming out of my pocket! Look at other countries who have pursued this type of energy in the past. It does not payout and wil eventually fail at the expense of our businesses, economy, and people. We cannot let this happen! I urge you to stop the madness, DISAPPROVE the rate increase proposed by RMP, call for a formal audit of RMP as it relates to our last rate increases, and provide transparency to the public as to the results of these actions. The current rate increases just guarantee the investors a profit at the expense of each of us. Please try to keep in mind that you work for US not them. You are responsible to make sure our best interests are in the forefront of any of your decisions'. I am writin you to ask that you deny this company yet again another rate increase! These are tough times and there are many who will be affected by this increase negatively. The whole nation has had to lear to cut back and do with less. I think that Rocky Mountain could do the same. I find it interesting that they feel they deserve a rate increase when their customer service is lacking and when we are already paying for the wind farms with little to no benefit. I am pleading that you do not allow this greed to occur. Especially when Idaho is currently strggling in this recession. We already pay very high rates and if anything they should be lowered. Please do not approve their rate increase request.
