Reference current request by Rocky Mountain Power for an increase in rates. / / The following
seems pertinent: a) If RMP is in trouble profit wise due to its efforts to upgrade facilities
that seriously needed upgraded and/or providing services to areas previously without service
then a rate increase is in order; however) said increase should be equal in ALL areas
serviced and to ALL service categories. (J ust as a gasoline tax per gallon should be the same
on all vehicles using the highway!) b) If) however) RMP is in trouble profit wise because of
a 'bad business choice' then the loss (or lack of profit) should be eaten by the investors of
that company; not by the consumer. / / It should be the function of the IPU Commission to
determine to their best ability which is the case and proceed accordingly. / / If it proves to
be the result of a bad business choice then perhaps someone else should own RMP that has
better business judgment. Prior to the i Obama Era' that was generally the way this country

I am very discouraged and frustrated with the control that Rocky Mountain Power has. As a
consumer, I don't have any options when it comes to choosing a power company, I HAVE to use
their company. When they raise their rates my family can do nothing but deal with it. We
are paying almost double what we did when we moved here seven years ago.
I can't believe that a company is guaranteed a 10% profi t- -who is looking out for the
consumer? And now we are being threatened that if we don't approve this rate increase that
we may not have power in the near future? Because we, the consumer, don't have the power of
the commercial and industrial communities, we are basically put over the coals. We are asked
to pay extra because they have failed, in past years, to upgrade their services because they
wanted to keep a larger profit? There has to be a end somewhere.
Besides the fact that Rocky Mountain Power's main sources of power- -natural gas and coal--
have gone down in price the last little while, shows that the company doesn't have the
consumer's best interest in mind, they only have their profit margin in mind.
I am really tired of being trampled on by big companies. I would hope that the commission
considers the consumers in their decision to raise the rates. Most of us are barely making
our bills as it is. Please do the right thing for the consumers of Rocky Mountain Power--
which is your job, to be our advocate.

Please consider the hardship another 15% increase will put on the farmers who have very
expensive power bills already. My 2011 power bill was up $23,167.34 from 2010 another 15%
over two years would be another $34,365 that would be a 57,532 dollar increase in three
years. Even with the very good commodity prices at this time it is still very hard to pay
power bills. And we all know commodity prices will not stay at record highs for very long.
please consider a decrease not another increase Thankyou! Burt Allen
