Further more I feel as I testified in the last rate case that their should be time betweeen rate cases to allow rate payers to adjust their budgets to any new rates that may be imposed on them. I also feel that as long as Rocky Mountain thinks that they can get some gain out of these yearly rate cases they keep filing rate cases every year. To me it is like going to a well and drawing a bucket of water if you draw only a half bucket of water you will just keep drawing water from the well util you draw all that you want. But in this case it seems that you can not quench Rocky Mountain i s thirst for every Last dollar they can take from us rate payers. All that I ask from the commission is to look at this latest rate case with this in mind that as long as Rocky Mountain thinks they can get half of what they want in every rate case they will always be coming back to the well for more.
